Specifically, in Document No. 7056/UBND-NC dated August 23, 2023, the Provincial People's Committee requested departments, branches and People's Committees of coastal localities to implement the following contents:
+ For the Department of Agriculture and Rural Development : Continue to strictly implement the coordination regulations between the Department and the Provincial Police in 2021 on coordination in fire prevention, fighting (PCCC) and rescue (CNCH) for fishing vessels, fishing ports, and storm shelters for fishing vessels in the area; take the lead in coordinating with the Provincial Police, People's Committees of coastal districts and towns to organize a general inspection of fire safety and CNCH for 100% of fishing ports and fishing vessels anchored in fishing port areas and storm shelters.

At the same time, preside over and coordinate with the Provincial Police and relevant units to establish inspection teams for fishing ports and fishing vessels with a maximum length of 12 m or more that are subject to inspection according to regulations. The inspection process for fishing ports must assess the current status, scale and compare with current needs to propose repairing, upgrading, expanding fishing ports that are still usable or building new ports according to the roadmap, focusing on investing in technical infrastructure for fire prevention and fighting and rescue for fishing ports.
Advise and direct People's Committees at all levels to organize inspections of 100% of fishing vessels with a maximum length of less than 12m anchored at fishing ports and storm shelters within the scope and management area; strictly handle violations and summarize reports to the Provincial People's Committee before November 5, 2023. Take the lead and coordinate with the Provincial Police to promote propaganda and guidance on fire prevention and fighting and search and rescue for people working on fishing vessels and fishing ports, especially for inspectors, fishery inspectors, and people assigned to manage fishing vessels and fishing ports under the Department of Fisheries...

+ For the Provincial Police : Continue to seriously and effectively implement the Coordination Regulation signed with the Department of Agriculture and Rural Development in 2021; at the same time, coordinate well in conducting the general inspection of fire safety and rescue for fishing vessels and fishing ports in the area; thoroughly handle violations; coordinate to regularly and effectively carry out propaganda work on fire safety and rescue to the Fishing Port Management Board, owners of fishing vessels, fishing logistics and crew members.

Coordinate and guide the Fishing Port Management Board and fishing vessel owners to implement regulations on fire prevention and fighting and search and rescue, equip fire prevention and fighting means and equipment, maintain self-inspection of fire prevention and fighting and search and rescue safety; develop and practice fire fighting plans and measures for fishing vessels and fishing ports when anchored to improve management efficiency and timely handling when fires and explosions occur.
Focus on investigating and clarifying the causes of fires, especially fishing vessel fires that must be verified and clarified, on that basis, proactively take preventive measures and widely disseminate them to vehicle owners to grasp and avoid them; strictly maintain a 24/7 duty regime, promptly handle fires, accidents, and incidents, and prevent large fires from occurring or spreading, causing serious damage to people and property; organize assessments and draw lessons from each incident to improve management efficiency, supplement and perfect fire prevention and fighting and rescue plans.

+ Provincial Border Guard Command : Directs the Coastal Border Guard Stations and Control Stations to send forces to join the interdisciplinary working group to inspect fire safety and rescue for 100% of fishing vessels and fishing ports; regularly monitor and inspect the activities of fishing vessels when entering and leaving anchorage at the estuary. In particular, focus on checking the conditions to ensure fire safety and rescue to promptly detect and prevent fires and explosions and closely coordinate with relevant forces to promptly handle situations that arise.

+ People's Committees of coastal districts and towns : Step up propaganda and dissemination of legal regulations, skills on fire prevention and fighting, search and rescue, fire and explosion risks and fire prevention measures to the Fishing Port Management Board and owners of fishing vessels, fishing logistics, crew members and local people. Direct relevant units and commune-level People's Committees to organize a general fire prevention and rescue safety inspection for 100% of fishing vessels with the longest length under 12m anchored at fishing ports and storm shelters in the area and under their management from August 25 to October 25, 2023; report the implementation results to the Department of Agriculture and Rural Development before October 30, 2023 for synthesis and reporting to the Provincial People's Committee./.
