Nghe An strengthens measures to ensure fire prevention and fighting safety during the hot season

According to statistics, in the first quarter of 2024, the whole province had 66 fires, small and medium fires, causing property damage estimated at about 500 million VND.

In the coming time, the temperature in the North Central region and Nghe An province is forecast to continue to remain high, combined with strong southwest winds and prolonged heat waves, which will increase the risk of fires and explosions, especially forest fires.

To strengthen measures to prevent and stop fires and explosions from occurring in the province during the hot season of 2024, the Provincial People's Committee requests agencies and units to continue to strictly implement the directives of the Prime Minister and the Provincial People's Committee in fire prevention, fighting, and rescue work.

At the same time, promote the role and responsibility of leaders and heads of agencies and units in directing the drastic implementation of fire prevention and fighting work at agencies, units and in the fields and areas under their charge.

In case a unit or locality allows a large fire to occur, causing serious damage to people and property, the responsibility of the relevant collective or individual will be considered if they do not fully implement fire prevention and fighting contents and measures, are lax in management, and lack responsibility in state management of fire prevention and fighting.

The People's Committee assigned the Provincial Police to proactively grasp the situation, deploy forces to survey key areas and facilities at high risk of fire and explosion; roads, water sources, and fire-fighting water intakes to coordinate with sectors, levels, and functional forces to deploy plans to ensure fire safety in the area.

At the same time, continue to coordinate with relevant units to organize inspections, reviews, and assessments of forests at high risk of fire in the area to promptly detect, urge, and guide the correction of existing problems and violations. Review, supplement, and complete firefighting and rescue plans, especially in locations and areas where fires and explosions can cause great damage to people and property.

The Department of Agriculture and Rural Development directs forest owners and the Forest Protection Department to continue to seriously, resolutely, and fully implement fire prevention and fighting solutions as directed in Official Dispatch No. 2068/UBND-NC dated March 19, 2024 on strengthening forest fire prevention and fighting before and during the peak of hot weather in the province in 2024.

In the immediate future, focus on monitoring, supervising and urging units and localities to effectively implement the peak campaign of clearing vegetation and creating firebreaks for 100% of forests at risk of fire in the province; summarize the implementation results and report to the Provincial People's Committee before April 30, 2024.

The Departments of Construction, Industry and Trade, etc., according to their functions and tasks, strictly implement regulations on ensuring water sources for fire fighting in planning, design, appraisal, and construction licensing for projects and construction works; regularly inspect and examine business activities, retail, storage, and use of substances and goods with flammable and explosive properties. Strengthen propaganda, dissemination, and education of laws related to fire prevention and fighting... on mass media.

The Provincial Military Command and the Provincial Border Guard Command direct the implementation of fire prevention and fighting and rescue plans and measures at agencies and units under their management; mobilize forces and means, coordinate fire fighting and rescue when required.

The Southeast Economic Zone Management Board closely coordinates with local authorities and functional agencies and units in licensing management, inspection and supervision of organizations and individuals producing, trading and investing in economic zones and industrial parks to strictly comply with legal regulations on fire prevention and fighting.

Nghe An Electricity Company and Nghe An Power Transmission have directed their affiliated units to strengthen inspection of power systems and networks to prevent risks of fire safety from electrical systems and equipment. Coordinate with the Provincial Police to regularly propagate and guide agencies, organizations, businesses and people on how to use electricity safely and effectively; especially the use of electricity after the meter; at the same time, warn and overcome risks of causing fire, explosion, and electrical short circuit, especially during peak periods of hot weather, when people's electricity demand increases.

It is recommended that the North Central Hydrometeorological Station coordinate with relevant units to promptly inform units and localities about weather conditions, especially hot weather conditions, so that timely solutions can be proposed to prevent and minimize the risk of fires and explosions.

The People's Committees of districts, cities and towns shall review and seriously and fully implement the directions of the Provincial People's Committee on forest fire prevention and fighting in the province in 2024; the focus is on mobilizing maximum forces and means to drastically and effectively implement the peak period of general clearing of vegetation and clearing, creating firebreaks for 100% of forests at risk of fire in the province.

At the same time, strengthen and maintain the effective operation of the civil defense force and related forces in the area in fire prevention and fighting activities; pay attention to investing in fire prevention and fighting means and equipment and improving the quality of civil defense force activities, and effectively implement the "4 on-site" motto when fire and explosion incidents occur.

Direct the People's Committees at the commune level, the Police, Forest Rangers, and forest owners to review and inspect all forests in the management area to promptly detect, correct, and overcome shortcomings and violations of fire prevention and fighting safety.

Provincial departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns shall, based on their functions and tasks, develop plans and seriously and effectively implement them. The implementation results shall be reported to the Provincial People's Committee for monitoring and direction.
