On November 4, 2021, the Government issued Decision No. 1862 to designate April 21 every year as Vietnam Book and Reading Culture Day, to affirm the position, role and importance of books; honor readers, creators, publishers, printers, distributors; enhance the responsibility of all levels, sectors, functional agencies and social organizations in building and developing Vietnam's reading culture. This year, Vietnam Book and Reading Culture Day has the message: "Precious books for friends".

The Reading Culture Ambassador Contest has been implemented by the Ministry of Culture, Sports and Tourism since 2019, with an average of more than 1 million entries nationwide each year.

The contest has truly become a forum that students across the country enthusiastically participate in, igniting the love of reading in the young generation, igniting the aspirations of students - the "ambassadors" to spread the reading culture right from their families, schools and communities.

In Nghe An, after 5 years of implementation (2019 - 2023), the Reading Culture Ambassador Contest has had over 530,000 entries. On average, each year there are over 100,000 entries for the district preliminary round, over 3,500 entries are selected to send to the provincial preliminary round, each year there are 20 entries selected to compete at the national level and Nghe An is always in the top provinces with many entries winning high prizes.

At the launching ceremony, the leaders of the Department of Culture and Sports expressed their wish: Everyone should spend some precious time in the day and week to read books, to enrich their knowledge; each library and school should organize many diverse forms to promote book day and develop reading culture.

Each department, branch and organization should organize activities in response to Vietnam Book and Reading Culture Day in accordance with the actual requirements of the unit; encourage the establishment of family bookcases, clan bookcases and private libraries to serve the community.

At the ceremony, the Organizing Committee presented books to Yen Thanh District Library and Phan Dang Luu Secondary School; and presented gifts to poor students who overcame difficulties at Phan Dang Luu Secondary School.
