Socio-economic management with many highlights
At the meeting, according to the report of the Department of Planning and Investment, the province's socio-economic situation continued to grow in the first 9 months. Specifically, the growth rate of gross regional domestic product (GRDP) in the first 9 months of 2023 is estimated at 6.27%. State budget revenue is estimated at 11,671 billion VND, reaching 73.6% of the estimate.
Regarding investment attraction, by the end of September 2023, Nghe An had newly granted 94 projects with a total registered investment capital of VND 35,680 billion; adjusted 128 projects, of which the total investment capital of 34 projects was adjusted, an increase of more than VND 6,225 billion. The total newly granted and increased capital was VND 41,905.4 billion. Compared to the same period in 2022, the number of newly granted projects increased by 13.2%, the newly granted investment capital was 1.88 times higher. Notably, Nghe An province rose to 6th place out of 63 localities in attracting foreign direct investment (FDI) with a total newly granted and increased capital of 1,275.21 million USD.

The cultural and social fields continue to receive attention and direction. The key education results ranked 2nd in the country in the national excellent student exam results; the high school graduation exam ranked 22nd out of 63 localities.
Administrative reform, discipline and administrative order continue to be resolutely directed by all levels and sectors, thereby creating a shift in sense of responsibility and spirit of serving businesses and the people.

At the meeting, the Provincial National Assembly Delegation also summarized 41 opinions and recommendations of voters before the 6th session of the 15th National Assembly under the direction and settlement authority of the Provincial People's Committee.
Some National Assembly delegates also raised a number of issues, recommending that the Provincial People's Committee and provincial departments and branches continue to pay attention to resolving slow-progressing projects, including promoting government mass mobilization work for investors.
On the other hand, the Provincial People's Committee is requested to focus on accelerating and ensuring the progress of the implementation of the three national target programs, paying attention to guiding and removing obstacles for districts and grassroots units in organizing and implementing the programs, avoiding confusion and slowing down the progress. Focus on coordinating with the Central Ministries and branches to resolve voters' petitions related to compensation for the National Highway 1A project and the hydropower project...

Speaking at the meeting, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee explained and clarified a number of issues raised by National Assembly deputies; at the same time, proposed a number of contents to the National Assembly, the Government and ministries and branches.
Accordingly, the Provincial People's Committee proposed that the National Assembly consider a number of specific factors for localities with approved provincial and district planning that are in the process of developing criteria for urban recognition, allowing the merger to be postponed in the period of 2023 - 2030.

Regarding the law-making, the Standing Vice Chairman of the Provincial People's Committee proposed that the National Assembly and the Government adopt a policy to resolve the issue of land allocation beyond the authority left by history, thereby removing difficulties and obstacles in compensation and site clearance for investment projects.
The Central Government needs to prescribe specific sanctions for violations in the exploitation and operation of apartment buildings; sanctions for urban area projects that allocate land to people to build their own houses but people do not build them.
Proactively build specific mechanisms for the province
Concluding the meeting, Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation highly appreciated the province's efforts in management, ensuring socio-economic development, stable national defense and security; the support of the Provincial People's Committee and provincial departments and branches for the activities of the National Assembly Delegation in collecting opinions and suggestions for drafting laws, monitoring activities, meeting voters of the delegation and resolving the monitoring recommendations of the Provincial National Assembly Delegation and recommendations of voters.

The Deputy Head of the Provincial National Assembly Delegation affirmed that the information and contents of the province's recommendations and proposals will be received, synthesized, sent in writing or directly participated in speaking at the working session to contribute ideas for law making and discuss socio-economic issues at the 6th session of the 15th National Assembly.
At the same time, the province is requested to proactively develop specific policy mechanisms to submit to the National Assembly, the Government and central ministries and branches; focus on accelerating the progress of projects under the socio-economic recovery and development program after the Covid-19 pandemic.
The Provincial People's Committee also needs to focus on implementing Decree No. 33 of the Government (replacing Decree No. 34) on the basis of closely following reality, listening to and absorbing people's opinions, to come up with the most feasible solutions. Pay attention to resolving the supervision recommendations of the National Assembly Delegation and voters' recommendations under the authority and responsibility of the province. Regarding the responsibility of the National Assembly Delegation, it will also actively follow up and urge the Central Ministries and branches to resolve voters' recommendations under the authority of the Central Government....
