Nghe An publicly announces projects with 0% disbursement of public investment capital plan in 2024

From June 2024, projects with slow or undisbursed disbursement will resolutely transfer capital to projects with good disbursement progress.

Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An has just signed and issued Document No. 4190/UBND-KT dated May 23, on publicizing projects disbursing 0% of the public investment capital plan in 2024, requesting departments, branches and localities to seriously implement and accelerate the disbursement progress according to the set targets.

Pursuant to Official Dispatch No. 4848/BTC-DT dated May 10, 2024 of the Ministry of Finance on publicizing projects disbursing 0% of the 2024 public investment capital plan from the central budget (domestic capital) managed by localities.

In order for departments, branches, localities and investors to grasp the situation, promptly deploy solutions to accelerate the implementation progress and disbursement of the 2024 public investment plan, striving to achieve the set disbursement target (over 95%), Nghe An Provincial People's Committee publicly announced projects with 0% disbursement of the 2024 public investment plan and requested agencies and units to implement the following contents:

Nghe An province's concentrated public investment plan in 2024 is VND 4,628.57 billion; as of May 10, 2024, VND 1,147.305 billion has been disbursed, reaching 24.79%. However, there are still 411/1,030 projects that have not been disbursed; of which, concentrated public investment sources (excluding the National Target Program) are 62/160 projects; national target program sources are 349/870 projects.

Among the list of 62/160 concentrated public investment projects (excluding the National Target Program) that have not yet disbursed the 2024 public investment plan, there are projects that use a significant amount of public investment capital but the disbursement progress is still 0%, such as: Project to build the headquarters of the People's Council - People's Committee of Anh Son district; Project to build Khe Rat reservoir, Hung Son commune, Anh Son district; Project to renovate and upgrade the traffic route connecting from National Highway 1A to National Highway 7A (the route passing through Dien An, Dien Loc, Dien Phu, Dien Loi and Minh Chau communes, Dien Chau district); Project to upgrade and expand Trang - Minh traffic route, Do Luong district; Project to access Hung Yen Nam Industrial Park, Hung Nguyen district; Project to build routes in Quynh Luu district (Quynh Nghia coastal tourist route and the road to the square and central park of the district); Mo Vinh bridge project across Ro river, Thanh Chuong district, etc.

Nghe An Provincial People's Committee requests the agencies and units in the above list to urgently complete the procedural documents, apply necessary measures (mobilize human resources, work overtime, focus on many construction projects...) to speed up the implementation progress and disbursement of the assigned plan; strive to have no projects that have not been disbursed by June 30, 2024.

To implement solutions to accelerate the progress of implementation and disbursement of the 2024 public investment plan, the Provincial People's Committee requests provincial-level departments, branches and sectors; People's Committees of districts, cities and towns; Project Management Boards and investors to seriously and drastically implement solutions to promote disbursement of public investment capital for all capital sources (central budget, local budget, national target programs, etc.) according to the direction of the Government and the Prime Minister in Resolution No. 01/NQ-CP dated January 5, 2024, Resolutions of regular Government meetings, Decision No. 1603/QD-TTg dated December 3, 2022, Official Dispatch No. 24/CD-TTg dated March 22, 2024 of the Prime Minister, directive documents of the Government leaders, of the Central Ministries, branches and of the province on promoting disbursement of public investment capital in 2024.

In the first 4 months of 2024, Nghe An province has disbursed nearly 1,000 billion VND, reaching 21.7%, higher than the same period in 2023 (15.3%) and higher than the national average (17.46%), especially the source of the National Target Program on New Rural Construction has disbursed 60.8%; 24/68 units disbursed over 30%; in which some units disbursed quite well such as: Nghe An Radio and Television Station (100%), Department of Education and Training (69.73%), Yen Thanh District People's Committee (59.32%), Do Luong District People's Committee (52.35%)...

In addition to the achieved results, some capital sources are still slow to disburse, such as: Central budget, domestic capital sources only reached 13.01%, National target program on sustainable poverty reduction reached 6.9% and National target program on socio-economic development in ethnic minority and mountainous areas reached 11.02%. In the province, there are still 26/68 units disbursing less than 10%, of which 13 units have not disbursed.
