Nghe An is the province with the largest forest area in the country, the forest cover rate in 2023 reached 58.33% with many different types of forests, including pine plantations, eucalyptus plantations (which are species with essential oils), depleted natural forests, mixed forests of wood and bamboo, bamboo forests account for a large proportion, the vegetation is very susceptible to fire, causing fires in the dry season.
In the summer, there is often prolonged hot and dry weather, combined with strong southwest winds, low humidity, and a very high risk of forest fires, causing great damage to forest resources and directly affecting the economy, society, security, order, destroying the ecological environment and people's lives.
In order to proactively prevent and effectively implement forest fire prevention and fighting measures, aiming to minimize the number of fires and burned forest areas in 2024, the Provincial People's Committee requests provincial departments, branches, People's Committees of districts, cities, towns and forest owners to implement the following contents:
1. People's Committees of districts, cities and towns
The Chairman of the People's Committee at the district, city and town level is responsible for directing the implementation of forest fire prevention and fighting measures in the area, considering this a key task of the locality, in which, paying attention to and directing the implementation of the following main tasks:
Summarize the work of forest protection and forest fire prevention and fighting in 2023, develop and effectively implement the forest fire prevention and fighting plan in 2024 in the area. Carry out well the work of propaganda, dissemination and education of laws on forest fire prevention and fighting to raise awareness and responsibility of Party committees, authorities and communities.
Establish and strengthen the Steering Committee for the Sustainable Forestry Development Program for the period 2021-2025 in the district, assigning specific tasks to members. Direct forest owners and People's Committees of communes to carefully review and develop, effectively organize the implementation of forest fire prevention and fighting plans in accordance with the "4 on-site" motto (on-site means, on-site forces, on-site command and on-site logistics). Focus on the following contents: Professional training, forest fire fighting drills; clearing vegetation, burning flammable materials in advance, making firebreaks, installing fire prohibition warning signs, forest entry and exit regulations, etc.; inspect, detect and promptly handle shortcomings and problems in local forest fire prevention and fighting plans and forest owners in the area to have timely remedial and salvage measures.
Proactively organize the signing of force and means contracts with military units and armed forces stationed in the area to unify the mechanism and methods of mobilizing and coordinating forest fire fighting forces in situations where large forest fires occur.
Strengthen inspection of forest fire prevention and fighting safety in key forests, properly manage slash-and-burn cultivation activities; burn and treat forest cover; prevent and strictly handle acts of deforestation to obtain land for afforestation or illegally change the purpose of forest land use.
Localities with pine resin forests need to strengthen management of pine resin exploitation activities, strictly implement regulations on exploitation records, monitor technical exploitation processes, prevent illegal exploitation, exploitation in violation of technical processes; strictly prohibit the method of fishbone-shaped exploitation (destructive exploitation), which destroys pine forests after exploitation.
Regularly update and monitor forest fire warning information on the Forestry Department's early forest fire warning information system at the website: Kiemlam.org.vn to check and detect forest fires early and take timely measures.
Strengthen forest patrols and forest fire control measures. During hot weather and high risk of forest fires, maintain personnel and be on duty 24/7 at the Office of the Forest Fire Prevention and Control Steering Committee at all levels, Forest Protection Departments, forest owners and at fire watchtowers. Supervise and manage well the bringing of fire into the forest, the use of fire near the forest and in the forest; provide guidance on the safe use of fire for recreational activities, visitors' visits, burning incense, and burning votive papers that can cause forest fires.
In case of forest fires, the Chairman of the People's Committee at the district and commune levels must promptly mobilize local forces, technical means, logistics and directly direct and command the timely extinguishing of forest fires. If a large fire occurs, beyond the local firefighting capacity, mobilize forces from military units stationed in the area according to the signed contract and coordination regulations, and at the same time report to the Provincial People's Committee to request support; assign local people to be ready to receive and guide the forces mobilized to support forest fire fighting to approach the fire as quickly as possible.
After extinguishing the fire, it is necessary to arrange forces to extinguish all the embers, organize a scene investigation, investigate to clarify the cause of the forest fire, clarify the responsibilities of organizations and individuals related to the forest fire and quickly summarize and report the developments of the forest fire to the Standing Office (Department of Agriculture and Rural Development) and the Provincial People's Committee according to regulations. Instruct forest owners in the area to take measures to restore the forest after the fire in accordance with the provisions of law.
2. Department of Agriculture and Rural Development
Well perform the functions of the Standing Office - Steering Committee of the Forestry Development Program of Nghe An province, period 2021-2025 (Steering Committee); advise on the timely issuance of documents to urge, direct, organize forest fire prevention and fighting forces; guide the development, appraisal and approval of forest fire prevention and fighting plans according to regulations.
Strengthen inspection and supervision of the development and implementation of forest fire prevention and fighting plans by localities and forest owners; coordinate with members of the Steering Committee to organize inspections of fire safety conditions in key forests; detect shortcomings and weaknesses in the organization and implementation of forest fire prevention and fighting plans by localities and forest owners to direct timely correction, improvement and supplementation.
Direct the Forest Protection Department: Increase the standing force to guard against forest fires in key forests with high risk of fire to have effective preventive measures. At the same time, consolidate and improve the Mobile Forest Protection Team and specialized forest fire prevention and fighting team, with sufficient numbers, fire fighting skills, physical training, fire fighting skills, ensuring essential technical and logistical means, on duty 24/24 hours a day, ready to respond to all forest fire situations; effectively deploy forest fire warning work at fire watchtowers in the province, monitor the forest fire warning information system of the Forest Protection Department and coordinate with the Provincial Radio and Television Station to broadcast forest fire warning bulletins throughout the province.
Guide the implementation of current regulations on forest fire prevention and fighting; direct the review and repair of construction systems serving forest fire prevention and fighting.
Participate in commanding fire fighting, providing fire fighting technical guidance and directly grasping the situation of the local forest fire fighting organization. Quickly summarize and report to the Provincial People's Committee and the Central Steering Committee on the forest fire situation in the province in accordance with regulations. 3. Provincial Military Command
Direct the Military Commands of districts, cities and towns to advise the People's Committees at the district level to coordinate forces and means with military units stationed in the area, ready to participate in forest fire prevention and fighting. Direct and direct agencies and units under their authority to mobilize forces and means to coordinate with the Forest Ranger force and local forces to implement forest fire prevention and fighting plans; report and request Military Region 4 to increase forces and means when the level of forest fire exceeds the control capacity of local forces.
Closely coordinate with the Department of Agriculture and Rural Development in mobilizing forces to fight forest fires when large fires occur.
4. Provincial Police
Direct the Fire Prevention, Fire Fighting and Rescue Police Department: Instruct and coordinate with the Forestry Department to inspect, organize training and foster professional skills in forest fire prevention and fighting for forest rangers, forest owners and local authorities; periodically inspect forest fire prevention and fighting safety before the hot season for forests at risk of fire or violating regulations on forest fire prevention and fighting safety; coordinate the mobilization of forces, technical means and participate in forest fire fighting in localities when there is a large fire.
Directing professional departments and police of districts, cities and towns to strengthen coordination in forest fire fighting. For forest fires that cause great damage to forest resources, organizing investigation, fighting to detect crimes of forest burning and destruction to promptly and strictly handle them according to the provisions of law for general education, prevention and deterrence.
5. Provincial Border Guard Command
Direct the subordinate Border Guard Stations stationed in the area to prepare forces, means, techniques, logistics, and be ready to closely coordinate with the forest rangers, People's Committees of districts, towns, and forest owners to participate in forest fire rescue and fighting when requested by local authorities and related units.
6. Departments: Finance, Planning and Investment
Coordinate with the Department of Agriculture and Rural Development to review and prioritize the allocation of sufficient funding to strengthen propaganda work and purchase forest fire fighting equipment, build firebreaks, and clear vegetation for the Forest Protection Department, forest owners, and localities at high risk of forest fires.
7. Provincial Radio and Television Station, Nghe An Newspaper, Provincial Electronic Information Portal
Carry out propaganda and mobilize people to strictly comply with State regulations on forest fire prevention and fighting, coordinate with units under the Department of Agriculture and Rural Development to edit and broadcast daily forest fire warning and forecast bulletins in news programs and other related programs broadcast on NTV, Nghe An Newspaper and news sites so that people know how to proactively respond and prevent.
Requesting Directors of departments, heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns, and heads of relevant agencies and units to seriously implement this.
