On May 11, the Department of Labor, War Invalids and Social Affairs organized the Provincial Career Counseling, Guidance and Job Introduction Festival in 2024.
Attending the festival were leaders of a number of provincial departments, branches, sectors and organizations; standing committees of the People's Committees of districts, cities and towns; leaders of the Employment Service Centers of 3 provinces: Lai Chau, Yen Bai, Phu Tho; leaders and representatives of 50 units including universities, colleges, intermediate schools, vocational training institutions and economic groups, enterprises inside and outside the province.
The festival attracted the participation of more than 2,000 students and workers.
According to the report on human resource training for the period 2021 - 2023, the whole province has organized recruitment and training for 39,784 people at vocational training and education institutions inside and outside the province, reaching 68.59% of the target, raising the rate of trained workers to 67.7%, of which 29.3% have degrees and certificates.
In the province, there is currently 1 university (Thai Nguyen University Branch in Lao Cai), 14 vocational education institutions (1 college, 1 secondary school, 11 centers and 1 enterprise registered for vocational education activities).
Lao Cai province has effectively implemented the 3-house model (State - School and Enterprise), strengthening the training linkage according to the orders of enterprises, production and business units. The structure and training professions have closely followed the socio-economic development orientation of the province, notably strongly shifting training from supply to demand of the labor market. The rate of vocational training workers having jobs after graduation is always around 70%, in which key occupations reach over 90%.
The labor force aged 15 and over currently working in the province is 465,905 people, accounting for 59.3% of the population.
Labor and employment work has been associated with economic restructuring, innovation of the growth model towards reasonable development between breadth and depth, contributing to increasing employment opportunities, towards sustainable jobs for workers in the province.
In the period of 2021 - 2023 and the first quarter of 2024, 48,523 people were consulted and jobs were solved (reaching 79.5% of the plan); 579 workers went to work abroad under contract.
At the festival, representatives of units and enterprises discussed and shared experiences in human resource training and job creation; exchanged information on some issues of concern regarding labor, employment, recruiting workers to work abroad under contracts, cooperation in human resource training, vocational training;...
Speaking at the festival, Director of the Department of Labor, War Invalids and Social Affairs Nguyen Thi Hai Anh emphasized: Vocational training and job creation for workers in the province have always received attention and direction from the Standing Committee of the Provincial Party Committee, People's Council, People's Committee and are specified in programs, projects, and socio-economic development plans, with the goal of striving for "Each household in rural areas to have at least one person of working age who has a new job or a stable income".
At the same time, it is recommended that state management agencies in the province promptly study and remove difficulties, create conditions for schools, training institutions, vocational education institutions, and enterprises inside and outside the province to improve the quality of vocational education; promote linkages and coordination between state management agencies, training institutions, and enterprises in labor recruitment; improve the effectiveness of loan policies for workers participating in vocational training and job creation.
Enterprises inside and outside the province continue to pay close attention to, accompany and further support human resource training, actively participate in the training process from forecasting labor needs, signing training contracts, and creating jobs for workers after training.
Training institutions and vocational education institutions develop appropriate training programs, content and methods to better meet the practical needs of learners and the labor recruitment criteria of enterprises in the period of international integration....
On this occasion, a memorandum of understanding was signed between 4 schools and vocational training institutions in the province and 2 enterprises; a memorandum of understanding was signed between the Provincial Employment Service Center and 5 enterprises recruiting domestic workers and 4 enterprises recruiting workers to work abroad under contracts.
Within the framework of the festival, career counseling, vocational training, enrollment and recruitment information on labor and employment took place through 35 consulting and introduction booths.
Schools and businesses have organized many diverse activities such as promoting and introducing the unit, profession, level, and training form; demonstrating professional skills; showing simulation videos about careers; consulting on admissions and recruitment... attracting a large number of workers, students, and pupils to participate.
