Kinhtedothi - On February 27, the Hanoi Department of Justice issued Notice No. 557/TB-STP on changing the agency in charge of receiving, processing and returning results of administrative procedures for issuing Judicial Records.


According to the announcement, from March 1, 2025, the performance of State management tasks on criminal records and the provision of public services to issue Criminal Records Certificates in Hanoi will not be under the authority of the Hanoi Department of Justice but under the authority of the Hanoi City Police.

Therefore, from March 1, 2025, the Hanoi Department of Justice will no longer accept applications or process procedures for issuing Criminal Records. In case individuals or organizations need to issue Criminal Records, they are requested to carry out the procedures at the Hanoi City Police Department.

Methods of submitting applications to Hanoi City Police for issuance of Criminal Record Certificates are as follows: Submit directly at the application receiving location of Hanoi City Police (address: 13 Han Thuyen Street, Pham Dinh Ho Ward, Hai Ba Trung District, Hanoi City); via VNeID application; via the Public Service Portal; submit via public postal service.

For individuals and organizations that have submitted their applications before March 1, 2025 requesting the Hanoi Department of Justice to issue a Criminal Record Certificate, but have not yet received the results, individuals and organizations are requested to contact the Hanoi City Police to receive the results (receive directly at 13 Han Thuyen Street, Pham Dinh Ho Ward, Hai Ba Trung District, Hanoi) or contact the City Post Office via the public postal service according to the content registered when requesting to carry out the procedure for issuing a Criminal Record Certificate).

Speaking at the handover ceremony of the task of State management of judicial records and the provision of public services for the issuance of Judicial Records from the Ministry of Justice to the Ministry of Public Security, which took place on the morning of February 27, Director of the Hanoi Department of Justice Ngo Anh Tuan said that the Hanoi Department of Justice has strictly implemented the direction of the Ministry of Justice on the handover of the task of State management of judicial records and the provision of public services for the issuance of Judicial Records to the Ministry of Public Security.

Before the Lunar New Year 2025, upon receiving information about the handover of this task, the Hanoi Department of Justice proactively coordinated with the City Police to prepare the necessary work. The Department of Justice and the Hanoi City Police have set the task transfer time as 0:00 on March 1, 2025, and the handover signing date is tomorrow, February 28, 2025.

In order to ensure strict implementation of the directive to avoid interruption in serving the people and to closely coordinate and handle arising problems, the City Police and the Department of Justice have agreed that the Department of Justice will send a number of officers and civil servants currently working on criminal records to work at the City Police from March 1, 2025. The expected support period is within 15 working days.

At the same time, the Department of Justice also widely disseminates information so that people can understand this task transfer activity, information about the authority, and the place to receive new judicial records...

Regarding ideological work with officials and civil servants working in judicial records, the Director of the Hanoi Department of Justice said that he has disseminated the policy of streamlining and reorganizing the apparatus as well as the regimes and policies according to Decree 178/2020/ND-CP. Based on the assigned job positions and staffing, the Hanoi Department of Justice will make appropriate arrangements.

The Director of the Hanoi Department of Justice also proposed that the Ministry of Public Security and the Ministry of Justice agree nationwide on the task handover date of 0:00 on March 1, 2025. At the same time, it is recommended that the Ministry of Public Security respond in writing on whether to accept cadres and civil servants who are working on criminal records under the management of the Police or not?

The Hanoi Department of Justice also proposed that after office hours on February 28, 2025, the network administration department of the Ministry of Public Security should transfer the place receiving applications for Criminal Record Certificates, currently the Department of Justice, to the corresponding local police, so as not to interrupt citizens' requests for application submission.

In addition, Director of the Hanoi Department of Justice Ngo Anh Tuan also proposed to soon amend regulations related to judicial records work, such as fees and charges, budget management in issuing Judicial Records Certificates... If not amended, it is agreed to apply according to Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly.
