November 13, submit to the National Assembly the pilot implementation of commercial housing projects

Kinhtedothi - On the afternoon of November 7, the National Assembly voted to approve the adjustment of the Program of the 8th Session of the 15th National Assembly, including the content of submitting to the National Assembly the pilot implementation of a commercial housing project on November 13.

Accordingly, based on the actual preparation situation, on the basis of the proposal of the Government, the National Assembly agencies and relevant agencies, after careful consideration, the National Assembly Standing Committee proposes that the National Assembly allow the adjustment of the program of the 8th Session of the 15th National Assembly as follows:

Supplement to the National Assembly for consideration and approval of the draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights (expected to present the Report, discuss in groups on the morning of November 13; discuss in the hall on the morning of November 21; vote to approve on November 30).

Regarding this content, based on the provisions of Article 51 of the Law on Promulgation of Legal Documents, on the basis of considering the Government's proposal, the National Assembly Standing Committee issued Resolution No. 55/2024/UBTVQH15 supplementing the draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights to the 2024 Law and Ordinance Development Program, submitting it to the National Assembly for comments and approval at the 8th Session.

The National Assembly Standing Committee found that the draft Resolution prepared by the Government was qualified to be submitted to the National Assembly. The consideration and promulgation of the Resolution at this session aims to continue to fully institutionalize the viewpoints and policies of the Party and the 2013 Constitution, promptly remove difficulties in implementing investment projects and trading in commercial housing in cases of receiving land use rights or having land use rights to implement commercial housing projects, ensuring fairness in land access among investors, creating an open and favorable environment for implementing commercial housing projects, contributing to the development of housing supply, better meeting the needs of the people.

Adjust the time for the National Assembly to listen to the presentation of the Report, the Verification Report and discuss in groups on the draft Resolution of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province to the meeting on November 13.

At the same time, the National Assembly Standing Committee proposed that the National Assembly allow a private meeting during the process of the National Assembly considering and approving this draft Resolution because the dossier contains state secrets.

Adding a video presentation on the North-South high-speed railway project to provide more information for the National Assembly to discuss this content. In addition, the National Assembly Standing Committee has planned to adjust the order and timing of some contents to ensure suitability. "The addition and adjustment of the above contents does not change the total working time of the National Assembly Session" - Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized.
