As a locality directly affected by storm No. 3 (YAGI), Quang Ninh's agricultural sector has suffered heavy damage. However, with tireless efforts, Quang Ninh's agriculture has gradually been rebuilt and recovered, developing strongly. In 2025, agricultural production development activities in the province will continue to be focused on synchronous implementation with a strong shift in thinking from agricultural production to agricultural economy, promoting restructuring towards developing ecological, green, circular agriculture and developing strengths, producing key products.

Efforts to restore production

In 2024, Quang Ninh's agricultural sector overcame many difficulties and natural disasters to synchronously, flexibly and creatively implement recovery solutions, promote production and business activities, and strive to complete development goals.

Storm No. 3 has severely damaged efforts in developing agriculture, forestry and fishery in the province, causing Quang Ninh agriculture to lose more than 10,000 billion VND. In the aquaculture sector alone, the whole province had 3,108 aquaculture facilities damaged, 150 fishing boats sunk. However, with the joint efforts of the government and the tireless efforts of the people, in a short time after the storm, many aquaculture areas and damaged crops have been gradually restored to gradually return to production. Currently, localities have issued 326 decisions to hand over sea water within their authority to aquaculture households, with a total area of ​​196.4 hectares. Of which, in Quang Yen town, there are 318 households with an area of ​​190.8 hectares, Cam Pha city has 3 households with an area of ​​3 hectares, Van Don district has 5 households with an area of ​​2.6 hectares.

Vice Chairman of Van Don District People's Committee Dao Van Vu said: Van Don is actively promoting the recovery and reconstruction of production. The district has directed specialized departments and offices to rearrange the aquaculture area according to the project and planned area. Temporarily hand over the location and water surface area based on the current status of the farming households to the people. Up to now, the sea area has been handed over to 5 aquaculture households with an area of ​​less than 1ha within the 3 nautical mile area under the authority of the district level, with a total area of ​​2.6ha.

Confirming the sea area to restore production for 85 cooperatives, with a total of 1,208 members, with a total temporary area of ​​about 8,589 hectares. Currently, people have released buoys to raise oysters on about 3,791 hectares, and planted new seeds on 2,116 hectares. Regarding fish farming, the number of fish cages damaged by the storm has been completely restored, with a number of 3,750 cages. At this time, the district is still actively focusing on guiding people to implement the production process in all fields of agriculture, forestry and fishery to restore production.

Up to now, many affected aquaculture areas in other localities in the province, such as Quang Yen, Mong Cai, Hai Ha, Dam Ha, Tien Yen, Cam Pha, have also been quickly restored to production. Many activities have been implemented and achieved results. Currently, the whole province is carrying out the work of arranging the sea area to attract enterprises with financial potential, science and technology to invest in developing modern industrial marine aquaculture, with an area of ​​13,400 hectares.

In particular, there have been enterprises and cooperatives proposing research with an area of ​​nearly 12,000 hectares concentrated in 7 localities: Van Don, Cam Pha, Co To, Dam Ha, Hai Ha, Mong Cai and Ha Long. Along with that, up to this point, most localities have completed the approval of projects and detailed plans for aquaculture; the organization of marine aquaculture production has been significantly improved when there are 1,339 establishments, with more than 150 economic organizations, including 60 newly established cooperatives.

The agricultural economy has also developed in a sustainable, efficient direction, with large-scale commodity production and the application of high technology in production. Accordingly, after the storm, concentrated production areas such as high-quality rice; flowers, ornamental plants; safe vegetables; fruit trees; medicinal plants; non-timber forest products... continued to be built and developed according to the value chain, organic, circular, and emission reduction. The work of granting and managing codes for growing areas for export and domestic consumption has been promoted, product quality has been improved, creating a stable position in the market and meeting people's needs.

Concentrated commodity production areas are promoted to maintain and develop with an area of ​​about 6,358 hectares, equivalent to more than 10,900 hectares of cultivated area; about 1,100 hectares of crops are maintained according to good agricultural production processes, of which 322.35 hectares have been granted VietGAP certification; 90 hectares of rice and 329 hectares of cinnamon have been granted organic production certification; continue to develop and maintain 46 export growing area codes, 17 domestic growing area codes, and 9 packaging facility codes.

Along with that, the agricultural sector has also stepped up the review of post-storm cropping activities, focused on directing and coordinating with localities to convert ineffective rice-growing land to aquaculture, as well as other crops with higher income, shifting the crop structure towards developing crops with higher economic value, stable consumption markets, while ensuring food security and promoting production.

In forestry development, continue to promote planting, care, regeneration and improvement of the quality of planted forests. At the same time, effectively implement Resolution No. 19-NQ/TU dated November 28, 2019 of the Provincial Party Standing Committee on sustainable forestry development in Quang Ninh province until 2025, with a vision to 2030; plant native lim, giổi, and lát trees in places with suitable conditions; promote the development of afforestation according to the model of large, high-value timber trees.

By the end of 2024, according to statistics from the Department of Agriculture and Rural Development, due to severe damage caused by storm No. 3, agricultural, forestry and fishery production targets, although not reaching the set plan target, basically completed the adjusted growth scenario target. Accordingly, the GRDP growth of agriculture, forestry and fishery for the whole year is estimated at 0.08%, although not reaching the set plan target (4.56%), it is higher than the target of the adjusted growth scenario of 0.04%. In general, in the period of 2021-2024, the GRDP growth of agriculture, forestry and fishery will reach 3.8%/year, achieving the set target (3.2%/year).

Accelerate Breakthrough

By 2025, Quang Ninh agriculture aims to achieve a GRDP growth rate of 3%. The total annual crop area is about 62,221 hectares, the output of grain crops is 215,860 tons; the total herd of livestock and poultry is 5,852,500, the output of fresh meat of all kinds is 103,000 tons; the concentrated forest planting area is 31,847 hectares (protection forest planting area is 2,724 hectares, production forest planting area is 29,123 hectares); the output of timber exploitation from planted forests is 1,058,660m3; the forest cover rate is over 42%, improving forest quality; the total aquatic product output is 175,000 tons, of which the output of aquatic products is 77,000 tons and the output of aquaculture is 98,000 tons.

Along with production, the agricultural sector also sets goals to be implemented in 2025, including striving for 100% of rural people to have access to clean water; 100% of agricultural, forestry and fishery food production and trading establishments subject to food safety certificates are granted food safety certificates; 100% of establishments not subject to food safety certificates are signed a commitment to produce and trade safe food; striving to establish 20 new agricultural cooperatives; 100% of communes meeting NTM standards, the rate of communes meeting advanced NTM standards reaching 60% and the rate of communes meeting model NTM standards reaching 30%...

According to the Head of the Provincial Department of Crop Production and Plant Protection, Tran Van Thuc, localities in the province have focused on growing winter crops; growing high-value crops such as flowers, ornamental plants, vegetables, corn, potatoes of all kinds... Developing livestock herds, producing OCOP products in very large quantities to meet market demand, especially during the Lunar New Year. January 2025 is the harvest time of some key winter crops, of which corn alone is expected to increase output by 1,000 tons compared to the previous winter crop. Along with that, livestock and aquatic product output consumed during and after the Lunar New Year also contributed to the growth in the first quarter of 2025. This is a favorable start for the province's agriculture in 2025 after severe damage caused by natural disasters.

Director of the Department of Agriculture and Rural Development Nguyen Minh Son said: To ensure the implementation targets in 2025, the department has developed a detailed development plan for implementation. In particular, it will focus on promoting restructuring, quickly recovering production, improving agricultural economic efficiency after storm No. 3 and implementing the development of ecological agriculture, modern rural areas, and civilized farmers. Focus on planning and implementing mechanisms, policies, projects and projects in developing organic agricultural production, developing key agricultural product chains at the provincial level by 2025, with a vision to 2030; coordinate the implementation of the project to develop concentrated fruit growing areas in Dam Ha, Tien Yen; implement state support policies related to the agricultural sector to improve production efficiency...

At the same time, promote research, transfer and application of science and technology, innovate and develop forms of production and business organization in agriculture, agricultural processing activities, OCOP products, agricultural mechanization and market development, promote product consumption, towards the development of Quang Ninh agriculture to develop more and more strongly and sustainably.
