What is “bamboo diplomacy” in Vietnam’s foreign affairs activities? What advantages will the social insurance sector exploit from the “bamboo diplomacy” strategy? This is a highlight, attracting attention at the 2024 Conference on training on foreign affairs and fostering international integration knowledge of the Vietnam Social Insurance sector.

The 2024 training conference on foreign affairs and international integration knowledge of the social insurance sector was organized by Vietnam Social Security for 32 provinces and cities in the Northern region. Deputy General Director of Vietnam Social Security Dao Viet Anh attended and chaired the conference. The event took place from July 15-16, in Hai Duong city (Hai Duong province).
Firm at the root, strong at the trunk, flexible at the branches
At the Conference, delegates listened to Dr. Nguyen Hai Luu (Deputy Director of the Department of Foreign Policy, Ministry of Foreign Affairs) share about “Bamboo Diplomacy” in Vietnam’s foreign affairs and diplomacy in the new era. Dr. Nguyen Hai Luu informed that the term “Vietnamese Bamboo Diplomacy” has recently appeared and become popular in diplomatic forums at home and abroad.

Previously, at the 29th Diplomatic Conference (2016), General Secretary Nguyen Phu Trong used the term "Vietnamese bamboo" as a metaphor for Vietnam's foreign policy: "Vietnamese bamboo" is soft but tough, benevolent but indomitable, knows the soft and the hard, knows the times and the situation, knows oneself and others...". At the National Diplomatic Conference on December 14, 2021, the General Secretary reaffirmed "Vietnamese bamboo" with the approaches "Firm roots, sturdy trunk, flexible branches... imbued with the soul, character and spirit of the Vietnamese people...". At the 32nd National Diplomatic Conference on December 19, 2023, General Secretary Nguyen Phu Trong affirmed: "continue to innovate, build and develop a modern, comprehensively strong Vietnamese foreign affairs and diplomacy, imbued with the identity of "Vietnamese bamboo".
The diplomacy of “Vietnamese bamboo” with the attributes of Firm at the root, Firm at the trunk, Flexible at the branches, has been tested and summarized through the practical process of the struggle to build and defend the country, in the process of building and protecting the Fatherland, under the leadership of the Party. “Bamboo diplomacy” has been symbolized as the foreign policy that the Communist Party of Vietnam has been consistently implementing for the highest interests of the nation and people, on the basis of the fundamental principles of international law, equality, and mutual benefit.
Exploiting advantages for the social insurance industry
So, how is the application of “bamboo diplomacy” in the information and foreign affairs work of the social insurance sector? According to Dr. Nguyen Hai Luu, the social insurance sector needs to continue to innovate, be creative and proactively adapt to exploit the maximum potential, opportunities and favorable conditions of the international cooperation and integration process to develop the sector. Thereby, the sector gradually affirms the position and image of Vietnam Social Insurance as a friend, a reliable partner, an active and responsible member of the regional and international social security community.

Regarding “The impact of the regional and global economic situation on Vietnam and implications for the Vietnamese social insurance industry”, Dr. Vo Tri Thanh, Director of the Institute for Brand Strategy and Competitiveness Research, shared that in the context of a complex, unpredictable and unpredictable world, Vietnam continues to consistently implement its foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations; being a friend, a reliable partner and an active and responsible member of the international community.
On that basis, the Vietnam Social Insurance industry needs to continue to expand and develop foreign relations with international and regional organizations in depth, increasingly stable and sustainable to transfer international knowledge, experience and technology into the activities of the industry, contributing to accelerating the process of innovation and development of the Social Insurance industry in a professional and modern direction, for the satisfaction of participants.

At the Conference, the delegates were also informed by the Director of the Department of International Cooperation (Vietnam Social Security) Nguyen Tien Thanh about the implementation plan of the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Republic of Korea on Social Insurance of the Vietnam Social Security sector.
Accordingly, on December 14, 2021, in Seoul (Korea), the two governments signed a bilateral agreement on social insurance. This is the first bilateral agreement between the two countries in the field of social insurance and also the first bilateral agreement on social insurance between Vietnam and another country.
Based on the signed content, units under Vietnam Social Security and Social Security of provinces and cities need to proactively review and supplement the tasks of implementing the Agreement and the signed Agreements into the programs and work plans of the units to ensure full and correct implementation of commitments, responsibilities and obligations; ensure the rights of employees subject to the Agreement...
