State Bank requires "cleaning" business accounts, not allowing for fraudulent exploitation

ANTD.VN - The State Bank requires units to continue reviewing the implementation of regulations on electronic signatures and business accounts at credit institutions to "clean up" accounts.

The above request was made by Deputy Governor of the State Bank Pham Tien Dung at a working session with a number of affiliated units, commercial banks and payment intermediaries... to inspect and urge the implementation of Circulars guiding Decree No. 52/2024/ND-CP dated May 15, 2024 of the Government on non-cash payments (Decree 52).

Circulars guiding Decree No. 52 include: Circular 17/2024/TT-NHNN dated June 28, 2024 regulating the opening and use of payment accounts of payment service providers (Circular 17); Circular 18/2024/TT-NHNN dated June 28, 2024 regulating bank cards (Circular 18) and Circular 40/2024/TT-NHNN dated July 17, 2024 regulating the provision of intermediary payment services (Circular 40).

State Bank urges implementation of Circulars guiding Decree 52

Deputy Governor Pham Tien Dung said that the issuance of Circulars 17, 18 and 40 has strengthened the existing legal framework on payment activities, which is the basis for banks to basically complete the review and classification of accounts; collect and compare biometric information to protect users and improve system security and confidentiality.

The Deputy Governor emphasized that the implementation of these circulars is not only an important task contributing to promoting the healthy development of payment activities in the digital environment, but also a noble legal and social responsibility that the entire industry must pay attention to; in which, attention must be paid to meeting the regulations on the effectiveness of these Circulars.

Relevant organizations and units need to conduct research and propose appropriate adjustment plans, especially now when acts of account hacking and fraudulent appropriation of customers' assets are increasing with many sophisticated, methodical and unpredictable tricks.

In order for the next steps of implementation and coordination related to Circulars 17, 18 and 40 to be carried out more effectively, the Deputy Governor requested that units under the State Bank, according to their functions and tasks, continue to review the implementation of regulations on electronic signatures and business accounts at credit institutions, and that State Bank branches in provinces and cities continuously update the implementation progress, actively coordinate with credit institutions in the area to review and "clean up" accounts.

The State Bank branches in provinces and cities need to continuously urge and inspect the implementation of credit institutions and enterprises in issuing guidance documents on schedule, urge branches under credit institutions in the area to improve compliance and strictly follow the instructions and requirements issued in general for the industry...

The Deputy Governor suggested that banks strengthen training and supplement comprehensive professional knowledge for officers at their units to ensure comprehensiveness and effectiveness in implementing written instructions; consult with units in the system to research and test appropriate application methods...

Previously, Mr. Pham Tien Dung said that currently, regulations have tightened the opening of personal accounts for individual customers. However, from here, there is a situation of circumventing regulations by opening business accounts, circumventing biometric authentication to serve fraudulent purposes.

Therefore, in the coming time, the banking industry will pay more attention to business account opening activities, to ensure the authentication of the legal representative of the business.

“When conducting business transactions, if the transaction is large, a signature is needed to identify the responsible person, ensuring that when a problem occurs, we can trace the signer,” said the Deputy Governor.

Mr. Pham Tien Dung also suggested coordination with other ministries and agencies to ensure the origin and legal representative has a CCCD for traceability.
