Specifically, from now until December 31, 2024, the provincial branch of the Vietnam Bank for Social Policies will temporarily stop collecting interest on all policy credit loans of customers identified as being affected by storm No. 3. The bank has directed its affiliated units to coordinate with localities, entrusted socio-political organizations, and savings and loan groups to review customers who are borrowing capital and are affected by storm No. 3 and the floods after the storm, as a basis for temporarily stopping interest collection.

In addition, the provincial branch of the Social Policy Bank has directed transaction offices to coordinate with localities and socio-political organizations to receive the trust to consider lending and disburse existing capital sources of credit programs to promptly meet capital needs so that people can restore production and business. Review and guide customers who have suffered losses to complete debt extension applications, adjust debt repayment terms and propose risk handling according to regulations. Coordinate with relevant units to review and compile statistics on loan needs of people affected by storm No. 3 and post-storm floods to request the Central Social Policy Bank to supplement loan capital sources.

According to a preliminary review as of the morning of September 20, 2,649 customers were affected, with an estimated outstanding debt of VND130 billion. Based on the identification of affected customers and outstanding debt, the provincial branch of the Vietnam Bank for Social Policies will focus on coordinating with localities to assess the damage to loans.

At the end of September 19, the total outstanding policy credit balance in the province was VND 5,168,707 billion, an increase of VND 397 billion compared to the end of 2023 with over 90,000 customers still in debt. Outstanding debt is mainly concentrated in the program for newly escaped poverty households, with outstanding debt of VND 1,582 billion, accounting for 30.6% of total outstanding debt. Ranked second is the job creation program with VND 1,414 billion, accounting for 27.4%. The program for lending for clean water and rural environmental sanitation ranked third with VND 1,156 billion, accounting for 22.4%.
