Russia is said to have reinforced its ground forces in Ukraine, while many dangerous combat forces remain largely uninvolved in the campaign.

Russia has suffered significant losses in Ukraine, but its military appears to still have a dangerous fighting force that has barely entered the conflict, the top US general in Europe has warned.

"The Russian military that we see operating in Ukraine, and the strikes that they have launched, must be considered in the context of their entire military structure," General Christopher Cavoli, commander of US European Command, told Business Insider on October 24.

In an interview with the Atlantic Council (USA), he said that Russia still has forces that have not been deployed in the campaign in Ukraine, including long-range air force, strategic missile forces, defense units and underwater operations. According to him, most of Russia's tactical air force has not participated in the conflict in Ukraine.

“So while there have been significant losses on the ground, Russia still has a large capability, both conventional and nuclear. That needs to be kept in mind,” he stressed.

Throughout the war, Russia has made efforts to demonstrate its military capabilities outside of Ukraine, such as conducting submarine exercises in the Baltic Sea and increasing underwater activity in the Atlantic, conducting joint military aircraft patrols with China near Alaska, conducting nuclear readiness exercises, and attempting to test new long-range ballistic missiles.

However, the demonstration of Moscow's military capabilities abroad comes as the campaign in Ukraine drags on rather than bringing about the quick victory expected.

Western intelligence estimates that Russia has suffered more than 600,000 casualties since the start of its campaign in Ukraine, in addition to losses of military equipment, including thousands of tanks and armored vehicles. Russia has not commented on this information, nor has it released casualty figures.

Meanwhile, Mr. Cavoli said that Moscow has made significant steps to rebuild its forces, as Russia's ground forces in Ukraine are now larger than at the beginning of the campaign.

“Russia has a plan to rebuild that ground force and redeploy it on NATO’s borders. It’s a plan that they’ve made public and discussed, and it’s something that we have to take very seriously,” he added.

Russia has not commented on Mr. Cavoli's statement.
