The Rio de Janeiro state mayor's office said Neymar's luxury construction project in Mangaratiba, about 130 kilometers (80 miles) from Rio de Janeiro, was being carried out "without environmental permits." After noticing complaints posted on social media, authorities discovered "numerous environmental violations," including the diversion of a waterway and the illegal extraction of water from a river.

They also found illegal excavation of soil and rocks, as well as the use of beach sand without a permit. "The next step will be to evaluate the irregularities found and impose a fine, which, according to estimates and taking into account the environmental damage caused, will not be less than 5 million reais (about $1 million)," the mayor's office said.
The father of PSG and Brazil forward Neymar da Silva Santos was present at the scene during the investigation and was seen arguing with officials in a video released by authorities and posted by local media.
Neymar bought the property in 2016. According to local media, it is set on 10,000 square metres of land and includes a helipad, spa and gym. The 31-year-old striker is currently recovering from surgery on his right ankle in Doha, Qatar in March. Neymar has not played since February, and there have been doubts about his possible departure from PSG.
