Promoting the spirit of responsibility in eliminating temporary and dilapidated houses

To eliminate temporary and dilapidated houses so that no one is left behind, the entire province has mobilized the entire political system to take part. With a clear mindset, high determination, great efforts, and drastic actions, up to this point, Phu Yen has started to build more than 1,500 houses for poor households, near-poor households, and policy families.

The joy of having a new home

We were present at the house of Mrs. Ngo Thi Sao in Tho Loc village, Xuan Binh commune (Song Cau town) on the day her family completed their new house, with a total construction value of more than 200 million VND. Looking at the house with a living room, bedroom, kitchen and a clean and beautiful bathroom, Mrs. Sao could not hide her joy. "At over 70 years old, I can't believe that I have such a spacious and sturdy house," Mrs. Sao said with a smile and kept expressing her gratitude to the Party Committee, the government, the Vietnam Fatherland Front and organizations, and the neighbors who supported and helped her family build this dream house.

Ms. Sao has 4 children, all of whom are married and have their own children. Knowing that the family's house is in disrepair, but due to difficult circumstances, the children have not been able to build a new house for their mother. When they learned that their mother received 60 million VND in support from the Party and the State to demolish the temporary, dilapidated house, Ms. Sao's children agreed to contribute funds for her to build a house. The joy did not stop there, Ms. Sao's family was also helped by the functional agencies and organizations of the commune to complete the documents and issue a land use right certificate so that Ms. Sao could feel secure in building a house. Thus, with the support of her children, the local government and organizations mobilizing support for working days, this woman who sells lottery tickets every day has realized her dream of having a new house to enjoy her old age.

Each house is not only built with sand, gravel, cement, steel but also with the sentiment and responsibility of society. If we stick to the grassroots, go down to the grassroots, each family, determined and resolute in organizing implementation combined with inspection, supervision as well as mobilizing the participation of many union members, association members and the community to participate as the localities have been and are doing now, each house will not only ensure quality, but also be completed faster, and the construction cost will be the lowest because of the contribution of many people.

Sharing the joy of receiving financial support to build a house, Mr. Huynh Xuan Phuoc's family has just completed a new house under the program to eliminate temporary and dilapidated houses. Mr. Phuoc is a near-poor household, at the age of 75, he mostly depends on his children and grandchildren. From the financial support of the program to eliminate temporary and dilapidated houses, his children have the resources to rebuild a house for their father. "Every day, seeing my father living in a dilapidated house, we as his children feel very sorry, but we are powerless. Fortunately, the Party, the State, the local government and organizations have supported the money and working days. I am a bricklayer so I mobilized my fellow workers to help, so we were able to complete a house of more than 50 square meters , including a living room, a worship room, a bedroom, a kitchen, and a toilet. Having a new house, not only is my father happy, but we, the neighbors, are all happy and extremely grateful for the Party and State's care for the poor," said one of Mr. Phuoc's children.

Not only Ms. Sao and Mr. Phuoc, in Xuan Binh commune, there are also 10 other poor, near-poor households and policy families who are also supported to build and repair houses under the program to eliminate temporary and dilapidated houses in 2025. Mr. Tran Thanh Phong, Vice Chairman of Xuan Binh Commune People's Committee, Deputy Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses of this commune, said: Xuan Binh commune has 13 households supported to eliminate temporary and dilapidated houses. In order to promptly support households in building and repairing houses, on the one hand, the commune mobilizes and calls for participation in contributing funds to support house construction from benefactors; contributing working days from relatives, people in the community, civil servants; on the other hand, members of the commune-level steering committee also strengthen inspection and supervision of implementation, raise awareness and responsibility in directing and guiding to effectively deploy and implement the program. The commune also proactively supports households in administrative procedures related to land; Guarantee during the process of purchasing construction materials and repairing houses; timely disbursement of capital for households to build houses.

“With the efforts of the people to overcome difficulties, the determination of the local government and the cooperation of the community, the work of eliminating temporary and dilapidated houses in Xuan Binh has been carried out smoothly. Currently, families are gradually completing their houses according to the set plan,” said Mr. Nguyen Quoc Toan, Chairman of the Fatherland Front Committee of Xuan Binh commune.

More than 70% of the plan completed

Supporting the elimination of temporary and dilapidated houses - this humane policy has been spreading strongly, becoming a heartfelt command for Party committees, authorities and people of all walks of life in the province. With the attention of Party committees, authorities, the Fatherland Front and organizations, together with the cooperation of enterprises, organizations and individuals in the spirit of "helping each other" according to the motto "whoever has something helps, whoever has a lot helps a lot, whoever has a little helps a little, whoever has merit helps merit, whoever has property helps property", the program to eliminate temporary houses in the province has been actively implemented, demonstrating the spirit of mutual love and affection, creating motivation for poor households to rise out of poverty.

According to statistics from the Provincial Fatherland Front Committee, as of April 17, the total number of houses under the program to eliminate temporary and dilapidated houses in the province was 1,528 (1,070 houses built and 458 houses repaired), reaching more than 70% of the plan. The total number of completed houses was 703 (358 new houses built and 345 houses repaired).

Standing Vice Chairman of the Provincial Fatherland Front Committee Ho Hong Nam said: Through inspection of the implementation of the program to eliminate temporary and dilapidated houses in localities, we found that district and commune leaders regularly go directly to the localities to inspect, direct and urge the implementation of the work to eliminate temporary and dilapidated houses. In particular, the Fatherland Front Committees at all levels have coordinated with local authorities to increase supervision of households building houses at the grassroots level with the motto: Clear support objects, clear responsible officers, clear implementation methods, clear completion time. Most localities have mobilized people and members of mass organizations to contribute working days and construction materials, contributing to reducing the cost of building houses. Localities are interested in resolving difficulties and obstacles related to land by reviewing needs, sending officials to each household to directly guide households in declaring land use rights registration papers... For poor households with financial difficulties, in addition to State support, mass organizations coordinate with the Social Policy Bank to create conditions for families to borrow capital to remove temporary and dilapidated houses.

Phu Yen aims to complete the support for eliminating temporary and dilapidated houses in the province before September 2, 2025. “Each house is not only built with sand, gravel, cement, and steel, but also with the affection and responsibility of society. If we stick to the grassroots, go down to the grassroots, each family, are determined and resolute in organizing implementation combined with inspection, supervision as well as mobilizing the participation of many union members, association members and the community to participate as the localities have been doing now, each house will not only ensure the best quality, but the completion time will also be the fastest and the construction cost will be the lowest because of the contribution of many people,” said Mr. Ho Hong Nam.
