On the afternoon of November 8, discussing in groups about the Investment Policy of the National Target Program on Drug Prevention and Control until 2030, National Assembly delegate Ly Anh Thu (National Assembly Delegation of Kien Giang province) expressed concern about the complicated developments of the drug situation; drug crimes, drug abuse, the number of addicts and illegal drug users in the country is increasing, worryingly the age of drug users is getting younger.
Statistics show that in the first 10 months of 2024, there were nearly 800 people using synthetic drugs with signs of "stoned" causing criminal offenses. The country currently has 226,000 addicts, illegal drug users and people under post-rehabilitation management with management records. About 60% of first-time drug users are between the ages of 15-25, including many children aged 13-15. Of the total 95% of synthetic drug users, 70-75% are between the ages of 17-35, accounting for a large proportion of young people, students and pupils.
From that reality, the decision to build the National Target Program on drug prevention and control until 2030 is an urgent and objective requirement, stemming from the practical situation.
Commenting on some specific contents, delegate Ly Anh Thu said that currently, public drug rehabilitation facilities are overloaded with drug addicts, do not have enough accommodation space, do not have separate rehabilitation areas for people aged 12 to under 18, and do not have any facilities that support cultural education for drug addicts of this age. The delegate proposed to add regulations on building rehabilitation areas and organizing cultural education for people aged 12-18 who are sent to compulsory drug rehabilitation facilities to ensure that after rehabilitation, they can integrate into the community in the best way.
Persistence and steadfastness in the fight against drugs
Discussing in the group, Lieutenant General Nguyen Hai Trung (National Assembly Delegation of Hanoi ) said that drugs are not only a social evil, a problem but also a global threat, affecting many countries, not just Vietnam. Drugs are now entering every corner of life, without exception, if we are not vigilant, from intellectuals, artists, workers, farmers...
The Director of Hanoi City Police said that in big cities, there are cases of renting entire apartment buildings to organize drug use. It is not easy to get into these apartments.
According to Lieutenant General Nguyen Hai Trung, the history of drug development has been constantly changing. Drugs can now be smoked, sniffed, eaten, drunk, etc. and even used anywhere. In particular, trading has become easier, because with the development of science and technology, the supply chain has been shortened, costs have been reduced, and access has been quick, so the price of drugs has also become cheaper.
Pointing out the unpredictable dangers of drugs to the mind, body, labor force and moral values, causing many murders and disrupting social order, Lieutenant General Nguyen Hai Trung affirmed that this situation raises the issue of preventing and combating drugs. However, the actual results of drug prevention and combat have not been as expected.
It is forecasted that the drug situation will become more and more complicated, through many different methods and routes (sea, river, air). Therefore, according to Lieutenant General Nguyen Hai Trung, in addition to high political determination, there must be very strong solutions. It is necessary to innovate the methods and methods of implementation, there must be division of labor, decentralization, and assignment of tasks to improve the effectiveness of drug prevention.... To handle and completely resolve the drug problem in a short time is impossible, this fight must be persistent and steadfast.
Participating in the discussion, delegate Nguyen Thi Thu Nguyet (National Assembly Delegation of Dak Lak Province) requested further clarification on some target groups in the previous period that were not completed or were not effective, such as: the number of drug arrests each year; control of precursors of addictive substances and psychotropic substances; the number of addicts accessing drug addiction treatment services, etc.
“The report states that the reason is due to insufficient resources. But is this the main reason? The drafting agency needs to assess the subjective cause, and whether all levels and sectors have taken drastic action and paid thorough attention to this work,” said delegate Thu Nguyet.
Regarding the resources for implementing the program, the Dak Lak delegation commented that the total capital for implementing the program is quite high, there is a change in investment resources when in the previous phase, local resources and sectors accounted for the majority, while in the next phase, central resources account for the majority. Therefore, the delegate suggested that this issue should be further clarified and the budget allocation mechanism for implementing the program clarified for localities that have not yet balanced their budgets.
