In any historical period, the people of all ethnic groups in Thanh Hoa province have always been steadfast and united in building their homeland and accompanying the development of the whole nation. During the Ho Chi Minh era, Thanh Hoa was always one of the localities that contributed the most human and material resources to the resistance wars for national independence, defending the Fatherland and building the country.
Looking back on the journey of construction and development after nearly 40 years of renovation, Thanh Hoa province has built an important and solid foundation, and at the same time, has a clearer view of its potential, advantages, favorable opportunities, as well as difficulties and challenges. From there, the province has determined its development direction, with the goal of striving to become a new growth pole in the North of the country; by 2030, it will become a modern industrial province. The identification of 4 "four mountains" dynamic economic zones and the development plan of Thanh Hoa province until 2030, with a vision to 2045, has demonstrated the province's strategic vision on the path to realizing its aspirations for prosperity.
In the first 10 years of innovation and development (1986-1996): Implementing the agricultural household contract policy, Thanh Hoa has grown strongly. By 1995, it became one of the provinces with a total food output of 1 million tons. The transportation, postal and some economic sectors, financial and banking services also developed strongly, promptly and fully meeting the needs of people's lives. The fields of education - training, health care, culture, physical education - sports have achieved brilliant achievements.
Entering the period of 1996-2005, the province's economy continued to grow well, the economic structure shifted in the right direction. The economic and social infrastructure was invested in and built at a fairly fast pace. Many important projects were invested in such as: Nghi Son Port and Nghi Son Economic Zone (EZ), industrial parks Le Mon, Bim Son, Lam Son - Sao Vang, Dinh Huong - Tay Bac Ga... creating rapid development in industrial production.
In the period from 2006-2010, Thanh Hoa focused on socio-economic development to achieve the highest level of the 5-year plan targets (2006-2010), creating the premise for rapid, effective and sustainable development in the period 2011-2015. The investment and business environment was strongly improved, increasing the mobilization and improving the efficiency of using development investment capital, making the most of economic recovery opportunities, promptly removing difficulties, promoting production and service development... During this period, a number of large projects were completed and put into production such as: Cong Thanh Cement Factory, Line 2 of Nghi Son Cement Factory... Many industrial parks and industrial clusters were formed. Mobilizing and effectively using resources is also the driving force for Thanh Hoa to complete cultural and social development programs, contributing to improving people's lives.
In the period of 2011-2015, Thanh Hoa entered a period of development with the highest economic growth rate in nearly 30 years of renovation. The investment and business environment was strongly improved. Capital mobilization for development investment exceeded the plan. During this period, Thanh Hoa rose to 6th place in the country in attracting FDI capital. The socio-economic infrastructure was strengthened in a synchronous and modern direction. Many large projects were started to be built, such as: Nghi Son Refinery and Petrochemical Complex, Tho Xuan Airport, irrigation canal system of Cua Dat Reservoir project... The public administration and governance performance index (PAPI), provincial competitiveness index (PCI), international economic integration index (PEII) increased and were among the leading provinces in the country.
In the period of 2015-2020, Thanh Hoa province's economy has always grown at a high rate, with the GRDP growth rate reaching double digits for 5 consecutive years, the highest in 2019, reaching 17.15%; the average in the period of 2016-2020 reached 12.5%, exceeding the target set by the congress and 1.54 times higher than the average growth in the period of 2011-2015. Industrial parks and Nghi Son Economic Zone have been expanded and the occupancy rate is increasingly high. Some key industries of the province such as petrochemical refining, thermal power, cement... have been formed and increasingly developed, in which the output of gasoline and cement ranks first in the country. The investment and business environment has been strongly improved, creating a breakthrough in attracting investment, in which attracting foreign direct investment (FDI) is among the leading provinces and cities in the country.
Entering the implementation of the Resolution of the 19th Provincial Party Congress, term 2020-2025, continuing the source of victory of the previous stages, together with the whole country, the Party Committee, government, army and people of all ethnic groups of Thanh Hoa province have overcome many difficulties and obstacles, so that the journey to overcome the "headwind" has brought Thanh Hoa province to have steady development steps. After more than 4 years, the province's economy has continuously grown at a high level, in the period of 2021-2023 reaching 9.69%, ranking 5th in the country; in 2024, the growth rate of gross regional domestic product (GRDP) is estimated at 12.16%, exceeding the plan and ranking 2nd in the country... The area has attracted many projects to Nghi Son Economic Zone, many new industrial establishments have been completed and put into operation, creating new momentum to promote the province's economic growth. The service sector has developed rapidly in both scale and type of services, with increasingly high quality, meeting the needs of the people better and better. Tourism infrastructure has been invested in and put into use, creating a new appearance and development for Thanh Hoa tourism. Many important infrastructure projects have been invested in and put into use by the Central and the province, such as the North-South expressway, the East branch, the road connecting Tho Xuan Airport to Nghi Son Economic Zone... to better meet the socio-economic development requirements of the province, while enhancing connectivity between provinces in the region, between the North Central region and the Northern provinces, the Northwest region and the whole country.
The achievements gained in nearly 40 years of renovation are vivid evidence of the persistent, creative, inheriting and developing efforts of the Party Committee, government and people of Thanh Hoa province; an important foundation creating the position and strength for Thanh Hoa, together with the whole country, to enter a new era - the era of national development.
