Regarding the proposal that workers and laborers who are not subject to personal income tax can buy social housing, National Assembly Deputies said it is unreasonable and should be removed.
This proposal was made by many delegates at the group discussion this morning on the draft Law on Housing (amended), related to beneficiaries of social housing policies.
According to the draft law, workers and laborers working at enterprises in industrial zones are in the group that enjoys this policy. Reviewing the above content, the majority of opinions at the Law Committee agreed, but some opinions suggested further clarification: workers and laborers (not limited to industrial zones) with incomes that are not subject to personal income tax are eligible to buy social housing. This is to ensure fairness for low-income workers in general, regardless of whether they work in or outside industrial zones.
According to Deputy Chairman of the Finance and Budget Committee Nguyen Huu Toan, the above viewpoint is unreasonable because it has eliminated a series of cases that also need to enjoy social housing policies.
"People with an income of more than 10 million VND a month have to pay personal income tax, they also have to worry about many things like children's education, living expenses, where will they get money to buy a house if they don't enjoy the policy. Those who contribute to society but are excluded need to be considered," Mr. Toan suggested.

Ms. Tran Thi Hong Thanh, Deputy Head of the Ninh Binh Province Delegation, also said that it is "inappropriate" to narrow the scope of workers in industrial parks and civil servants who are allowed to buy or rent social housing.
According to her, there are cases where people pay taxes but their income is not enough to live on, so we should consider expanding the income range to increase access to social housing.

These groups may still pay personal income tax, but they live in big cities like Hanoi and Ho Chi Minh City where consumption is expensive and housing prices are high," said Ms. Thanh.
Deputy Director of the Ho Chi Minh City Department of Justice Van Thi Bach Tuyet also proposed not to stipulate that workers must not pay personal income tax to be able to buy social housing. "Currently, the family deduction is outdated, many workers have a difficult life even though they have to pay taxes. Therefore, this condition should be removed," she said.
Agreeing, Mr. Tran Hoang Ngan said that paying income tax does not necessarily mean that workers have high incomes. Currently, Ho Chi Minh City has about 2-3 million workers, of which about 330,000 work in industrial parks, the rest work outside. If only regulating workers in industrial parks, it will miss 80-90% of workers and laborers who are entitled to the policy. He suggested adding to the draft that it applies to all workers and does not distinguish between those who pay personal income tax or not.
In addition, according to Mr. Ngan, while social housing projects for sale and rent are few, people's boarding houses are playing an important role in solving accommodation for workers and laborers in big cities.
Therefore, the HCM City delegate proposed to regulate the issue of boarding houses in the law to standardize boarding house investment, both mobilizing people to invest in this model and ensuring that workers are rented rooms that ensure minimum living quality.
According to the meeting agenda, the National Assembly will discuss the draft Law on Housing (amended) in the hall on June 19.
