Hanoi will allocate 798 billion VND to implement the project to preserve the archaeological site at 18 Hoang Dieu Street; 136 billion VND to implement the project of the Thang Long Imperial Palace Exhibition House in the Central Relic Site of the Thang Long Imperial Citadel - Hanoi. This is good news not only for one heritage site. These projects are in the implementation plan for the period 2021 - 2025, when completed, it will create a new step forward in the work of preserving the heritage of the thousand-year-old city, the creative city.

Thang Long Imperial Citadel Museum - the name implies the purpose of highlighting the global value of the heritage. Because thousands of relics collected during archaeological excavations of Thang Long Imperial Citadel over the past decades, in reality, their full value has not been fully exploited. Displayed at the relics at the ancient citadel at 9 Hoang Dieu, a part of the relics displayed in the basement of the National Assembly building from the archaeological excavation at 18 Hoang Dieu only introduces a small part of the treasures of the Imperial Citadel. Therefore, the Imperial Citadel heritage site needs a Royal Palace museum worthy of its stature.

“We need clearer images of the red-tiled pavilions and the majestic palaces described in history books. This is what the exhibitions need to do. That is also the reason we need more exhibitions at the Royal Palace Museum,” said Prof. Dr. Nguyen Quang Ngoc, Vice President of the Vietnam Historical Science Association, explaining the reason for implementing the project. According to Assoc. Prof. Dr. Pham Mai Hung, Vice President of the Vietnam Historical Science Association: “The Thang Long Royal Palace Museum will create an attractive tourism product for domestic and international visitors.”

The Royal Palace Museum is proposed to be built at building No. 1 Hoang Dieu, located within the ancient citadel in the northwest corner, which has been handed over to Hanoi by the Ministry of Defense. This is a French colonial building, built in 1906, originally the French Military Food Department and is still known as Vaxuco. This building has a very large area (about 2,000m2), the facade facing Hoang Dieu Street is up to 70m long, has classical architecture, characterized by a system of chimneys, stairs and a large slate roof, so it is very convenient to renovate into a museum.

According to information from the Thang Long - Hanoi Heritage Conservation Center, after receiving approval from the authorities, the restoration and renovation of the Vaxuco building has been carried out, basically completing about 90% of the planned items. In the coming time, the center will focus on building activities and exhibitions, so that the Thang Long Imperial Citadel Museum can open on October 10, 2024. According to Mr. Nguyen Thanh Quang - Director of the Thang Long - Hanoi Heritage Conservation Center, this will be a museum with modern exhibitions, applying new technologies and is expected to become a highlight for tourists to the Imperial Citadel.

In the space symmetrical to Hanoi Citadel across Hoang Dieu Street, the archaeological site at 18 Hoang Dieu has also been planned to invest in several large items, including an outdoor archaeological museum.

In fact, the archaeological site at 18 Hoang Dieu was discovered in 2002 and played a particularly important role in helping the Thang Long Imperial Citadel receive the title of UNESCO World Cultural Heritage Site eight years later. However, up to now, this area has not been exploited to its full potential, even though in 2012, the Prime Minister approved the master plan for this site, which includes many items such as the exhibition area and on-site preservation of artifacts.

According to the latest report in the mid-term review program of the implementation of Program No. 03-CTr/TU of the City Party Committee on "Urban beautification, urban development and urban economy in the period of 2021 - 2025" in 2022, the direction and tasks in 2023, the project to preserve the archaeological site at 18 Hoang Dieu has been approved by the Hanoi People's Council in principle, allocating 798 billion VND in capital. It is expected that the Hoang Dieu Archaeological Exhibition Museum will be completed before 2025.

At a discussion in mid-April 2023, within the framework of cooperation between the Hanoi People's Committee in coordination with the Toulouse City Hall and the French Development Agency, architect Jean Francois Milou (France) - who has a lot of experience implementing projects in the Asian region, expressed that the archaeological site at 18 Hoang Dieu is a place that represents the characteristics of Hanoi in the past and the future. Due to the very strict planning requirements of this area, this architect believes that it is only possible to build this place into a park, dedicated to the archaeological site of the Thang Long Imperial Citadel.

This park will be visible from the National Assembly Building. The image of the two buildings next to each other symbolizes the connection between Hanoi today and Hanoi in the past. This is a highly symbolic message. At the same time, the image of the park designed horizontally does not affect the image of the National Assembly building.

“What we see in this project is the opportunity to create one of the most beautiful parks in Hanoi, and to bring to this beautiful park a scientific interpretation of what happened in Thang Long - Hanoi in the past,” architect Jean Francois Milou emphasized.

The most important element of this garden is, of course, the large underground archaeological museum with direct access to the archaeological pits. The archaeological museum will bring a deeper message to visitors who want to learn more about what happened at this archaeological site, as well as with Thang Long - Hanoi in the past.

At the Thang Long Imperial Citadel Heritage Site, there is no separate exhibition area to introduce the values of the royal palace as well as military history, a reality that has been going on for many years. Therefore, nearly 1,000 billion VND invested in 2 museums is necessary, because these projects are being entrusted to tell the valuable story of Thang Long - Hanoi through unique exhibition forms.

"With the plan to preserve the archaeological site at 18 Hoang Dieu, I propose to build an on-site museum with the theme of the vestiges of Thang Long Palace. The best model is to learn from the French model in Ferigeux, with a beautiful and sustainable design - one of the most beautiful designs of all on-site museums in the world.

Along with that are complementary solutions to effectively promote the value of the heritage site such as: research to restore the Kinh Thien Palace space, research to build the Thang Long Royal Palace Museum, research to promote the values of intangible cultural heritage of Thang Long Royal Palace." - Associate Professor, Dr. Tong Trung Tin, President of the Vietnam Archaeological Association
