Resolution No. 140/NQ-HDND dated December 8, 2023 of the Provincial People's Council on the investment policy of the project Upgrading technical infrastructure of the production linkage area, consuming products of 4 crops/year in Yen Lam, Yen Mac, Yen Thai communes (Yen Mo district) is being implemented by relevant levels and sectors to soon put the project into service.

When the production linkage area encounters difficulties
Taking us to visit the production and consumption linkage area of 4 crops/year in Yen Mac commune, Mr. Mai Van Phuong, Director of Hong Ha Agricultural Cooperative (Yen Mac commune) shared: For many years, Hong Ha Cooperative has carried out 4 crop/year production with key crops such as soybeans, peanuts, potatoes, vegetables of all kinds with an irrigation area of about 30 hectares. However, due to being a low-lying area, drainage through the Canal Pumping Station is very limited, with only about 100mm of rain, water quickly accumulates, causing flooding for the entire cultivated area. Every time the rainy season comes, due to the deterioration of the drainage canal, the local flood and storm prevention work encounters many difficulties.
The Dao Canal section through Yen Mac Commune, with a length of about 2.1 km, is responsible for bringing water to the Dao Canal Pumping Station with a capacity of 7,200 m3/hour, ensuring drainage for an area of 150 hectares of natural land in 3 communes of Yen Mac, Yen Lam, Yen Thai. In which, the starting and ending points of the canal are in Yen Mac Commune. Currently, the entire canal bottom is silted up to 0.5m-0.8m thick, the soil banks of the canal are eroded, the current state of the canal does not have enough capacity to drain water, causing localized flooding in low-lying areas and prolonged flooding during heavy rains, affecting production and people's lives.
In Yen Thai commune, for more than 10 years, the Dao canal section passing through the commune has served to irrigate 100% of the fertile land area. Mr. Vu Xuan Chieu, Director of Dong Thon Agricultural Cooperative (Yen Thai commune) said: With 20.7 hectares of fertile land, the cooperative cultivates 4 crops a year: potatoes, soybeans, green beans, peanuts, various vegetables, the average income of 4 crops reaches 300-400 million VND/ha.
Not only does the service work well, the cooperative also effectively consumes products for farmers, signing contracts with 4 companies specializing in food trading. With the experience of producing 4 crops a year with economic efficiency many times higher than rice cultivation, the cooperative has shown its role well in supporting and accompanying farmers.
However, the problem here is that irrigation is not convenient, low-lying areas, irrigation is often not timely. Because the crops overlap in the year, it greatly affects the adjustment of time to avoid missing crops as well as ensuring productivity and quality of production crops.
In recent years, the cooperatives: Bac Yen (Yen Lam commune), Dong Thon (Yen Thai commune) and Hong Ha (Yen Mac commune) have actively cooperated with enterprises to link production of peanuts, sweet corn, soybeans, etc. for export, bringing high economic efficiency, opening up the direction of agricultural commodity production with a scale of 4 production crops/year. However, the technical infrastructure system has not met the requirements for development as well as production expansion.
Difficulties in irrigation greatly affect the efficiency of agricultural production in 3 communes of Yen Mo district. This is also the content that many voters of the communes reflected at the meetings of voters of the People's Council delegates of the communes, Yen Mo district and the province.
Removing difficulties for agricultural production in cluster of 3 communes
According to a survey by the Management Board of Yen Mo District Construction Investment Project, the canal serving the production and consumption linkage area of 4 crops/year in the communes of Yen Lam, Yen Mac, Yen Thai has the starting point at Dao canal (Yen Mac commune), the ending point is Lo Gach culvert (Yen Lam commune) with a length of about 2.1 km. Dao canal is responsible for supplying and draining water for about 150 hectares of cultivated land of the above 3 communes.
The canal was dug and built a long time ago, so it has now been silted and eroded, not ensuring water supply and drainage for the area. Every year, agricultural cooperatives in the area have temporarily repaired it to serve production. However, due to limited local funding, it is not possible to upgrade it to meet production needs.
Mr. Duong Quang Thanh Hung, Deputy Director of the Yen Mo District Construction Investment Project Management Board, said: Yen Mo District is continuing to build a synchronous and modern new rural area associated with urban development. Promoting rural economic development, strongly shifting from agricultural production thinking to agricultural economy. Focusing on criteria on economy, production development, income, environment, aiming to improve the material and spiritual life of rural people.
Therefore, to proactively prevent natural disasters, irrigate for production, promote efficiency and expand the area of 4 crops/year cultivation in the communes of Yen Lam, Yen Mac, Yen Thai, it is very necessary to invest in upgrading technical infrastructure for the production linkage area and consumption of 4 crops/year products in the above communes.
At the 17th session, the Provincial People's Council, term XV (December 2023) passed Resolution No. 140/NQ-HDND on the investment policy of the project Upgrading technical infrastructure for production linkage areas and product consumption of 4 crops/year in Yen Lam, Yen Mac, Yen Thai communes and was soon focused on by functional branches and Yen Mo district to implement in accordance with the correct process and procedures.
The issued resolution has received great consensus from local people because of the effectiveness and practicality of the project. When implemented, it will help localities take the initiative in natural disaster prevention, irrigation for production, promote efficiency and expand the area of cultivation of 4 crops/year.
Mr. Pham Van Viet, Vice Chairman of Yen Mac Commune People's Committee said: As soon as the policy was issued, voters and local people were very excited because their opinions and recommendations were resolved by competent authorities.
In order for the project to come into operation soon, the commune organized a meeting to collect people's opinions, agree on the method of action, and coordinate with the district's Project Management Board to propagate and mobilize people to support the handover of the site if it is affected by the project.
The project "Upgrading technical infrastructure for production linkage areas and product consumption of 4 crops/year in Yen Lam - Yen Mac - Yen Thai communes" has a total estimated investment of 30 billion VND from the provincial and district budgets. The project implementation progress is from 2023-2026.
The project is consistent with the sectoral planning and local socio-economic development plans such as: Master plan for socio-economic development of Yen Mo district to 2025, with a vision to 2030; Project on restructuring Ninh Binh's agricultural sector towards increasing added value and sustainable development in the period 2015-2020; Master plan for the irrigation system of Ninh Binh province to 2020, with a vision to 2030 approved in Decision No. 904/QD-UBND dated July 11, 2017 of the Ninh Binh Provincial People's Committee.
Mr. Duong Quang Thanh Hung, Deputy Director of the Yen Mo District Investment and Construction Project Management Board, added: Implementing Resolution 140 of the Provincial People's Council, the Project Management Board coordinated with the authorities and the Fatherland Front of 3 communes to collect public opinions. When they learned about the policy of the Provincial People's Council, the people were very excited and highly agreed. Therefore, since the implementation of the Project, there have been no problems, and activities have been carried out on schedule. Currently, the Project to upgrade technical infrastructure for the production and consumption linkage area of 4 crops/year in the communes of Yen Lam - Yen Mac - Yen Thai is in the process of selecting a design consultant.
Mr. Vu Van Nhuan, a resident of Hong Thang Hamlet 4 (Yen Mac Commune) happily said: The Resolution of the Provincial People's Council has paid close attention to people's lives and promptly resolved difficulties in agricultural production, so we are very excited to know that the project is being implemented.
The completed project will ensure irrigation and production requirements, promote efficiency and expand the 4-crop/year cultivation area in the communes of Yen Lam, Yen Mac, Yen Thai, strengthen the infrastructure of irrigation and transport, accelerate the restructuring of agricultural economy, develop the local socio-economy and contribute to gradually improving the lives of people in the project area.
