improve capacity and ensure fire prevention and fighting safety

Kinhtedothi - Hanoi People's Committee has issued Plan No. 369/KH-UBND dated December 17, 2024 on implementing the Project to enhance capacity and ensure fire prevention, fighting and rescue safety (PCCC and CNCH) in the capital city for the period up to 2025, with a vision to 2030.

The plan aims to strengthen leadership and direction in implementing capacity building and ensuring fire prevention and fighting and rescue safety in the capital city from now until 2025, with a vision to 2030 (Project 4702) with high political determination, throughout from the city level to the grassroots level; actively and proactively organize and assign tasks to implement 5 groups of solutions - 13 key, breakthrough tasks, 5 periodic, regular tasks and 35 key tasks and solutions to ensure practicality and effectiveness.

Regarding the key and breakthrough tasks : Strengthen the attention, leadership and direction of Party committees, authorities, all levels, sectors and localities from the city level to the grassroots level in fire prevention and fighting and search and rescue work. Do a good job in planning and managing construction order. Focus on thoroughly resolving existing problems related to fire prevention and fighting and search and rescue in residential areas and in violating constructions.

Building and comprehensively developing the infrastructure system of the Fire Prevention and Rescue Police force: Project on the overall planning of the infrastructure system of the Fire Prevention and Rescue Police force of Hanoi city until 2025, with a vision to 2030; Completing and establishing additional Fire Prevention and Rescue Police Teams and Sub-Teams; Planning additional working locations and barracks for the Fire Prevention and Rescue Police force; Increasing the number of personnel and staff; Investing in equipment and means for fire prevention and rescue.

Invest in developing fire prevention and fighting infrastructure: Traffic system for fire prevention and fighting; Water supply system for fire prevention and fighting; Communication system. Improve and enhance the capacity and efficiency of on-site fire prevention and fighting and rescue forces: Civil defense force; Grassroots fire prevention and fighting force; Specialized fire prevention and fighting force; Standing militia force; Organizations and individuals volunteering to participate in fire prevention and fighting and rescue activities.

Regarding regular and periodic tasks : Perfecting the institution in implementing fire prevention and fighting and search and rescue work of the city; Raising awareness and consciousness in fire prevention and fighting and search and rescue work; Improving the effectiveness and efficiency of performing the state management function on fire prevention and fighting and search and rescue.

Continue to reform and simplify administrative procedures; Promote digital transformation in state management; Strengthen scientific research on fire prevention and fighting and search and rescue; Attract capital for infrastructure development and implement investment projects to develop fire prevention and fighting infrastructure.

The City People's Committee assigns departments, branches, sectors, People's Committees of districts, towns to develop plans and documents to organize implementation in accordance with the actual situation of the locality. Heads of units are directly responsible for resources, progress, and effectiveness of the organization and implementation of the plan. Each People's Committee of district, town, and city establishes a Steering Committee to organize the implementation of the Project, with the Chairman of the District People's Committee as the Head of the Committee; the Head of the District Police as the Standing Deputy Head of the Committee; the Chief of Office, Heads of relevant departments and offices as members.

The City People's Committee requested that the implementation of Project 4702 continue to be one of the key tasks, which must be carried out regularly and continuously at all levels, sectors and localities on the basis of mobilizing the active participation of all people and the strength of the entire political system. The implementation must have a focus and key points; easy to do first, difficult to do later, from low to high, from small to large, from simple to complex, contributing to improving capacity and ensuring fire safety and rescue in the capital, minimizing the risk of fire, explosion and damage caused by fire and explosion.

At the same time, the implementation process must be carried out in a methodical, correct, substantive and effective manner, avoiding scattered, overlapping and wasteful investment, especially avoiding formalities; ensuring development goals, ensuring fire prevention and fighting safety, and search and rescue, in accordance with practical requirements, specific characteristics and characteristics of the locality. Closely follow and seriously implement Directives, Resolutions, Programs, Plans and guiding documents on fire prevention and fighting, focusing on Decision No. 819/QD-TTg dated July 7, 2023; Decision No. 203/QD-TTg dated February 28, 2024 of the Prime Minister.

In addition, Heads of units, heads of all levels, sectors and units must enhance their roles and responsibilities in implementing the contents and tasks assigned in Project 4702; clearly identify regular tasks, key, breakthrough and urgent tasks and solutions to allocate resources and assign implementation to ensure progress requirements according to regulations.
