On October 30, the Department of Industry and Trade of Ba Ria - Vung Tau province coordinated with the Department of Trade Defense - ( Ministry of Industry and Trade ) and the Vietnam Chamber of Commerce and Industry (VCCI) Ba Ria - Vung Tau branch to organize a training conference on "Trade defense measures in the context of international integration" for businesses. Attending the conference were representatives of 80 import and export enterprises.
At the conference, Deputy Director of the Department of Industry and Trade of Ba Ria - Vung Tau province Le Van Danh assessed that trade defense is considered an effective tool to protect the legitimate rights and interests of domestic manufacturing industries in the current context.

However, other countries have also increased the application of trade defense measures against Vietnam's export goods, typically the number of trade defense cases is increasing, and Ba Ria - Vung Tau enterprises have also had to deal with cases related to trade defense many times.
In addition, currently, not many businesses and business associations have a firm grasp or certain understanding of trade defense policies and laws or the skills to effectively use this tool.

At the conference, Ms. Nguyen Yen Ngoc, Head of the Foreign Defense Handling Department - Department of Trade Defense (Ministry of Industry and Trade) presented to the participating businesses the following contents: Overview of trade defense measures (anti-dumping, anti-subsidy and self-defense); experience in responding to trade defense lawsuits; skills in collecting information and building legal documents. At the same time, Ms. Hoang Yen Ngoc also made recommendations to local management agencies, business associations and businesses.
For localities, Ms. Hoang Yen Ngoc said that it is necessary to monitor early warning information and information for associations and businesses operating in the locality; manage and monitor business activities in the area to detect and prevent evasion; consider when issuing policies that can be accused of being subsidies; provide information on time, and coordinate to participate in the investigation in case of handling foreign trade defense investigations.

As for businesses, before an incident occurs, it is necessary to learn about the legal regulations and practices of trade defense investigations of the importing country; monitor early warning information to develop appropriate export strategies for each stage; establish information channels with import partners, associations, and industries to promptly update and handle lawsuits and arising situations.
Strengthen competition through quality, limit competition through price; improve product value chains, increase the use of domestically produced materials or materials from sources that are not subject to trade defense measures by importing countries; increase the proportion of added value created in Vietnam.
Implement a clear and transparent management and traceability system for raw materials; maintain an accounting system according to international standards, and keep all invoices and documents to prove when investigated. Diversify markets, seek new export markets; do not assist in acts of origin fraud or evasion of trade defense measures.
Before signing the contract, discuss carefully with the importing partner to assess the risk of being investigated for evasion of trade defense measures if the exported product or part of the raw materials used to manufacture the exported product are goods subject to trade defense measures applied by the importing country. In case of uncertainty, it is possible to request the importing partner to use the mechanism of pre-determination of origin.
When an incident occurs, businesses need to develop a unified and consistent strategy for handling the incident; Allocate resources to handle the incident, consider hiring a lawyer; coordinate fully and comprehensively, provide information and documents as requested by foreign investigation agencies. At the same time, closely coordinate with the Department of Trade Defense during the incident handling process to receive timely guidance.
