This morning, January 30, Deputy Minister of Public Security Le Van Tuyen, Head of the Steering Committee for Climate Change Response, Disaster Prevention, Search and Rescue and Civil Defense of the Ministry of Public Security (SC) chaired an online conference to review the work of climate change response, disaster prevention, search and rescue and civil defense of the People's Public Security Force in 2023 and deploy the work program for 2024. The Steering Committee's report said that in 2023, the country experienced over 1,000 natural disasters of all kinds, killing 169 people and leaving them missing, causing over VND8,000 billion in damage. The Steering Committee has directed the police force to resolutely and synchronously deploy many solutions to proactively respond to climate change, prevent natural disasters, and conduct search and rescue.
The police force has mobilized over 3,000 vehicles with about 80,000 soldiers to participate in responding to, preventing natural disasters, searching and rescuing. Coordination between the police force and agencies, departments and branches, especially with the military force, is carried out regularly and effectively.
At the conference, representatives of localities had many presentations clarifying the shortcomings and limitations in disaster response work and solutions and lessons learned from practice to improve rescue work, meeting the requirements and tasks of preventing, responding to and overcoming the consequences of natural disasters in the area.
Forecasting that the natural disaster situation will continue to develop complicatedly, Lieutenant General Le Van Tuyen suggested that in 2024, the police of units and localities continue to promote the role of leaders in leading and directing disaster response. Proactively grasp the situation and developments of natural disasters, ensure the "4 on-site" motto, and regularly organize training, improve skills, and build an elite and effective disaster prevention force. Effectively implement the Law on Civil Defense and guiding documents for implementation.
Speaking at the conference, Permanent Vice Chairman of the Quang Tri Provincial People's Committee Ha Sy Dong said that in 2023, natural disasters in Quang Tri province continued to have many unusual and irregular developments with 50 natural disasters, 26 incidents and incidents related to fishermen and boats in distress on rivers and at sea. Natural disasters killed 5 people, injured 3 people, and caused property damage of about 162.5 billion VND. When a natural disaster occurred, provincial leaders and members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue in charge of localities went directly to key areas to grasp the actual situation and promptly directed the implementation of response plans.
In 2023, Quang Tri province allocated 28.8 billion VND to support localities, allocated 120.6 billion VND to units and localities to overcome the consequences of natural disasters, and allocated 12 tons of vegetable seeds to localities to organize production. In the context of the province's budget still having many difficulties, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong proposed that the National Steering Committee for Natural Disaster Prevention and Control and central ministries and branches pay attention and consider continuing to support funding for the province to focus on urgently repairing works damaged by natural disasters in 2023. Support to improve and equip means, materials, rescue equipment and communication systems, upgrade information systems in depressions, isolated areas... in border areas, remote areas.
