In recent times, the work of attracting foreign non-governmental aid (NGO) in Quang Tri province has achieved many positive results. NGO aid programs and projects combined and integrated with local plans and programs have significantly contributed to socio-economic development, poverty reduction, and improving the quality of life for the people.

MAG is a non-governmental organization operating in the field of humanitarian mine clearance in areas where war has occurred or is occurring, established in the United Kingdom in 1989. MAG began operating in Quang Tri in 1999. Over the past 25 years, MAG has completed the clearance of nearly 180 million square meters of land and handed over clean land to the people of Quang Tri for cultivation.
Of these, there are 800 clearance sites associated with development with a total area of 5.73 million m2 serving agricultural development, construction of schools, medical stations, roads, resettlement areas...
Successfully detected and detonated over 230,000 explosives of various types, contributing to bringing a safe life to nearly 700,000 people in the province. At the same time, MAG has carried out more than 1,000 communication and education activities on mine accident prevention for nearly 15,000 people in localities in the province.
In addition to MAG, projects on overcoming the consequences of war and people with disabilities include organizations such as: ACDC, NPA, PTVN, Medipeace, GWHF, Oxfam Novib...; health projects include organizations such as Federation Handicap International, The German Caritas Association, Medipeace, Family Health International, Plan International... On the other hand, there are many projects on agriculture and rural development, socio-economic development sponsored by organizations such as NEDO, WVI, GCS, Zhi Shan Foundation, PTVN, Care International... that have supported people to improve their livelihoods, improve production quality, access preferential loans, create jobs to help improve income for poor households and people with disabilities.
In recent times, Quang Tri province has actively increased exchanges, sharing, and information provision with NGOs and other donors through the focal agency for mobilizing NGO aid, the Department of Foreign Affairs.
Accordingly, the Department of Foreign Affairs has actively promoted the expansion of partnerships between agencies, departments, branches, localities, and establishments with NGOs to attract investment resources in areas according to the general orientation of the province.
Activities of contact, working, and signing of cooperation agreements on foreign aid are always reported on the Provincial Information Portal, the Department of Foreign Affairs website, and local press channels.
In particular, the provincial People's Committee leaders have directly directed non-governmental work and participated in advocacy and fundraising activities domestically and internationally. This has demonstrated a great commitment of the provincial leaders to sponsors, thus creating favorable conditions for gaining support, cooperation and assistance from organizations.
According to the report of the Department of Foreign Affairs, NGOs have provided an important source of aid for social development investment, contributing 2.24% of total social development investment capital and 13.1% of total budget revenue in the province in the period from 2020 to June 2023.
In particular, in the fields of agriculture, forestry, fishery, rural development associated with poverty reduction and new rural construction programs, projects and non-projects have contributed to improving livelihood conditions, enhancing production quality, creating jobs, and improving income for poor households and people with disabilities.
Many high-quality and effective production and livestock models have been replicated and promoted effectively, such as: the goat breeding model sponsored by Plan International in Huong Hoa district; the cow breeding model sponsored by Global Civic Sharing/Korea (GCS); pepper growing models sponsored by PTVN and Roots of Peace; the organic rice production model in Trieu Phong district; regional development programs and microfinance programs sponsored by World Vision International (WVI), etc.
Develop and improve health conditions, with aid focusing on community health care activities (including mothers and children), ophthalmology, cervical cancer screening and examination, malnutrition prevention; and raise public awareness of improving the living environment to protect health.
In the field of education, training and vocational training, aid has helped localities and schools in the province significantly improve their infrastructure conditions through funding the construction of new schools, upgrading and repairing schools, classrooms, libraries, kindergartens, etc., helping students increase their understanding of the harmful effects of mines and bombs, and accumulate knowledge and skills to recognize and prevent possible risks and accidents.
Non-refundable aid has also reached vulnerable groups in society such as the poor and the disabled; supported the prevention of abuse of women and children, domestic violence and supported victims to reintegrate into the community, and promoted and raised awareness of gender equality.
In the coming time, the province will continue to thoroughly implement the contents of Decision No. 3315/QD-UBND dated December 2, 2019 of the Provincial People's Committee on promulgating the Program to promote the mobilization of non-refundable aid for Quang Tri province in the period of 2020-2025, Decision No. 01/2022/QD-UBND dated January 28, 2022 promulgating the regulations on management and use of non-refundable aid not belonging to official development assistance of foreign agencies, organizations and individuals for Vietnam in Quang Tri province, in which clearly orienting the priority of mobilization by locality and field.
Review and improve cooperation mechanisms implemented in the 2020-2022 period to apply to the 2023-2025 period, and issue orientations and policies in line with reality. Strengthen the friendly and cooperative relationship between Quang Tri province and NGOs that have been operating in Quang Tri province, and expand relations with potential NGOs.
Maintain and enhance the value of aid from foreign non-governmental organizations, associated with improving the effectiveness of foreign non-governmental aid through strengthening monitoring, evaluation, and improving cooperation capacity with foreign non-governmental organizations.
