Taking advantage of SNS, Party committees, authorities, agencies, and organizations in the province have set up Facebook, Zalo, YouTube, Instagram accounts... to carry out work, as well as propagate and disseminate the Party's guidelines and policies, the State's policies and laws to cadres, Party members, and the masses.

Grasping the benefits of social networks, in recent years, Thanh Hoa Provincial Youth Union has directed all levels of the Youth Union to promote the application of information technology. In addition to setting up websites, it has set up fanpages on Facebook, associations, and groups on Zalo... to post and share activities of the Youth Union - Association - Team and information on the socio-economic situation, political events inside and outside the province to all levels of the Youth Union and Youth Union members in a deep and wide manner. Through social networks, the Youth Union bases have promptly grasped the situation and thoughts of cadres and Youth Union members, thereby providing accurate information, fighting and refuting inaccurate information, and guiding public opinion for Youth Union members.
Currently, the province has 35/35 district-level and affiliated youth union units with their own websites and fan pages. In 2022 alone, the information and propaganda channels of the union such as the website tuoitrethanhhoa.vn, zalo, and fanpage promptly posted and shared more than 150,000 news and articles reflecting the activities of the union - association - team and the policies, laws of the Party, the State, and important political events inside and outside the province to the Youth Union.
As one of the youth union units that effectively uses the website and fangage to contribute to spreading positive information widely among the Youth Union, Secretary of the Quang Xuong District Youth Union Nguyen Hong Anh said: In the district, there are currently 18,358 Youth Union members gathered in the Ho Chi Minh Communist Youth Union, of which 8,964 are regularly present. In order for the law to spread and penetrate deeply into the thoughts and actions of the Youth Union members, since the development of social networks, in addition to issuing paper documents, the District Youth Union also uses the District Youth Union's fanpage to propagate the Party's guidelines, policies, laws of the State, directives, resolutions, movements, and activities of the Central Youth Union, Provincial Youth Union, and District Youth Union to the Youth Union bases and Youth Union members in the district.
For example, to organize a useful and safe summer 2023 for team members, teenagers and children, the Standing Committee of the District Youth Union has directed the Standing Committees of the commune and town Youth Unions and the Youth Unions of primary and secondary schools in the district to promote communication and training on skills to prevent drowning, prevent accidents and injuries, school violence, and promote traffic safety and safe driving skills, the harmful effects of drugs and firecrackers through the following forms: coordinating with local police to organize propaganda sessions; regularly posting articles, infographics, sharing information on the fanpage of the District Youth Union and grassroots Youth Unions to warn about the situation of drowning occurring in ponds, lakes and rivers; legal regulations on penalties for the crime of using, storing, illegally trading in drugs, and school violence, so that young union members and children can recognize, thereby raising awareness of the law and self-protection skills.
Currently, the fanpage “Tuoi Tre Quang Xuong” has more than 8,628 Facebook accounts following it, regularly posting information about union activities, good stories, useful information about the law; at the same time, posting and implementing quickly and accurately the directive documents of the Party, the State, and the union chapters to the youth union members. The Standing Committee of the District Union also designs infographics, photo slides, and content about the movements and activities of the union bases in a timely manner, creating a great influence for the union bases to participate.
Like the Provincial Youth Union, in recent years the Provincial Police have stepped up propaganda work through Facebook. Fanpages of the Provincial Police and the police of districts, towns, cities, wards, communes and towns have been established to promptly update the security and order situation (ANTT), activities of the People's Police force are posted regularly and continuously on social networking sites, attracting a lot of followers. From there, the authorities have responded to help people grasp accurate information related to the political security situation, social order and safety in the area.
Captain Le Quang Hieu, Secretary of the Youth Union of Sam Son City Police, said: The fanpage of Sam Son City Youth has attracted hundreds of thousands of interactions and 53 thousand likes; at the same time, it has also received hundreds of reports and reflections from the people about the security and order situation and law violations in the area, actively contributing to the work of ensuring security and order, solving complicated problems right at the grassroots level.
“In the past, social networks were not developed, so every time I wanted to know something, I had to wait until the evening to watch TV or read the newspaper. Now it's different, I just need to go to my phone and open the fan pages or zalo of newspapers, radio stations or industries to get the information right away. For example, in the case of the arrest of some subjects from other localities who had mixed in and caused many robberies and thefts of property of people and tourists during the opening ceremony of Sam Son tourism, people who wanted to know information just needed to go to the official fanpage of Tuoi Tre Cong An Sam Son to get information about the subjects, as well as the police's warnings about the methods and tricks of all kinds of criminals so that people can be vigilant and protect their property,” said Ms. Phan Thi Oanh in Sam Son City.
Continue to promote the advantages of social networks
Reality shows that social networks have the advantage of not being limited by space and time, so if we know how to use social networks to propagate and popularize the Party's policies and the State's laws, we will maximize their effectiveness.
Head of the Department of Legal Dissemination and Education (DLE) of the Department of Justice Phan Van Dai said that the application of information technology in legal dissemination and education has contributed to improving the quality and effectiveness of legal dissemination and education work, and is an effective tool to propagate and disseminate the Party's guidelines and policies and the State's laws; at the same time, promoting the strength of the entire political system participating in legal dissemination and education work, demonstrating the true meaning of legal dissemination and education work as a part of political and ideological education work, thereby helping cadres and people to easily access and grasp the Party's guidelines and the State's laws quickly, thereby raising awareness, sense of respect, voluntary compliance with and observance of the law, fighting and preventing crimes and limiting violations of the law. In particular, promoting propaganda and legal dissemination on social networks, online forums, telecommunications networks, radio and television waves, etc. is a form that is suitable for the reality and trend of accessing information in current conditions. Through social networks, people can easily look up and learn about legal regulations, and propagandists can easily receive opposing opinions and recommendations, thereby absorbing, researching and responding to people to understand correctly and accurately, contributing to orienting public opinion.
In recent years, in addition to building a system of provincial PBGDPL information pages as a component page of the Provincial Electronic Information Portal, provincial departments, branches, sectors, unions and People's Committees of districts, towns and cities in the province have all paid attention to applying information technology through establishing websites as electronic information portals of sectors and localities, to propagate and disseminate the State's policies, laws, especially legal regulations related to their sectors, fields and units. Many agencies and units that are members of the Provincial PBGDPL Coordination Council such as the Provincial Fatherland Front, Department of Information and Communications, Youth Union, Department of Justice, Provincial People's Court have established social networking pages to widely propagate legal information to officials and people in the area. Therefore, to take advantage of the advantages and positive aspects of social networks and apply information technology in legal dissemination and education, it is necessary to have the attention and investment in human resources and funding from agencies and organizations to promote the potential of information technology in legal dissemination and education to the majority of people.
