The effectiveness of the new rural construction program
On February 13, 2018, the Standing Committee of Gia Lai Provincial Party Committee issued Directive No. 12-CT/TU to strengthen the leadership of Party committees at all levels in building new rural villages among ethnic minorities. The Standing Committee of the Provincial Party Committee requested Party committees and authorities of districts, towns and cities, especially the leaders, to clearly define responsibilities in leadership, direction and implementation.
Localities assign standing committee members to be in charge of building new rural villages among ethnic minorities, considering this a key and regular task.
The province conducts a review and correct assessment of the current situation, has a roadmap and solutions to integrate the new rural construction program with other programs and projects, balances and arranges resources for the most effective implementation, focuses on and encourages socialization according to the motto of the State and people working together.
The Provincial Party Committee continues to implement Resolution No. 05/2016 on assigning departments, branches and sectors to establish friendship with communes with special difficulties and "hot spots" of political security. District-level departments and sectors establish friendship with villages and hamlets to support the construction of new rural villages. Party members are responsible for helping each poor household; Kinh households establish friendship with ethnic minority households to support each other in development.
The campaign "All people unite to build a cultural life in residential areas" is carried out in parallel with the National Target Program on new rural construction and sustainable poverty reduction, integrated with projects to build clean water works, build rural roads, and support tuition fees and food expenses for children of ethnic minorities.
The Fatherland Front at all levels has launched and effectively implemented the campaign "Changing the thinking and working style of ethnic minorities to gradually escape poverty sustainably". Thanks to that, the issues of residential land, production land, and domestic water for ethnic minorities have been basically resolved.
The poverty rate of ethnic minority households will decrease from 25.58% in 2021 to 17.05% by the end of 2023, according to the multidimensional poverty standard for the 2022-2025 period.
The province currently has 121 ethnic minority villages recognized as meeting new rural standards; 1,235/1,314 villages meeting cultural standards according to regulations; the rural landscape and environment are increasingly bright, green, clean and beautiful.
Specific policies, flexible solutions
According to a report from the Gia Lai Province Ethnic Minorities Committee, in recent years, the average number of poor households among ethnic minorities has decreased by more than 4.21% each year. Currently, the number of communes with asphalted or concreted roads to the commune center accounts for 99.43%; the number of households using clean water for daily use accounts for 97.7%.
75.43% of pregnant women receive regular prenatal check-ups and give birth at medical facilities or with the assistance of medical staff; 50% of villages have regularly operating, high-quality cultural and artistic teams. Mr. Kpa Do, Head of the Ethnic Minorities Committee of Gia Lai province, commented that the ethnic programs and policies of the Party and State have direct influence and impact on all areas of life of the ethnic minorities in Gia Lai province, creating strong confidence for the people, especially in extremely difficult areas and ethnic minority areas.
As one of the poorest districts in Gia Lai province, Kong Chro district has focused on implementing well policies, projects, and credit support for the poor, ethnic minority areas, and mountainous areas, creating conditions for people to develop production and business in the direction of goods, increase income, and stabilize life.
The district prioritizes vocational training for rural workers, especially ethnic minority workers. By the end of 2023, the number of poor households in Kong Chro district decreased by 1,406 compared to 2019; of which, poor ethnic minority households decreased by 1,307 compared to 2021. The poverty reduction rate in the district reached more than 5%.
According to Gia Lai Province Social Policy Bank, in the 10 years from 2014-2024, the province has deployed policy credit to all communes, remote areas, ethnic minority areas and mountainous areas. The average annual credit growth is from 10% or more.
Total lending turnover to date has reached VND16,853 billion, with 532,257 poor households, near-poor households and other policy beneficiaries receiving loans. Of which, lending to ethnic minority households reached VND8,001 billion (accounting for 47.5% of total lending turnover), with 254,322 households borrowing capital.
Loans from policy credit programs have actively contributed to the implementation of national target programs on sustainable poverty reduction, new rural construction, socio-economic development in ethnic minority and mountainous areas in the area, helping more than 55,600 households overcome the poverty line; 15,357 disadvantaged students have the opportunity to go to school; creating conditions for nearly 54,000 workers to borrow capital to create jobs, maintain and expand jobs, increase income; build more than 242,000 clean water works, more than 3,000 houses for poor households...
Despite positive results, the poverty rate in Gia Lai province is still higher than the national average. Meanwhile, the near-poor rate in the province is also quite high (9.7%), which can easily lead to the risk of falling back into poverty.
One of the "bottlenecks" in poverty reduction and improving the lives of ethnic minorities in Gia Lai is the limited awareness of a part of the people to escape poverty.
After 10 years of implementation, the campaign “Changing the thinking and working style of ethnic minorities to gradually escape poverty sustainably” has spread widely in the community. However, a part of the population still has the mentality of waiting for support from the Party and the State.
Some households are not aware of saving money to invest in production and business development, and have not accessed advanced production methods to bring high income to their families.
The Resolution of the 16th Gia Lai Provincial Party Congress (term 2020-2025) set the target: The poverty rate will decrease by an average of 0.8% or more per year (according to the multidimensional poverty standard for the period 2016-2020); the poverty rate among ethnic minorities will decrease by an average of more than 3% per year according to the multidimensional poverty standard for the period 2022-2025.
The province strives to have no more poor districts by 2030; basically no more extremely disadvantaged communes; and strives to reduce the poverty rate among ethnic minorities to below 10% according to the multidimensional poverty standard for the 2026-2030 period.
To achieve the set goals, the Standing Committee of Gia Lai Provincial Party Committee directed Party committees, authorities, the Fatherland Front and socio-political organizations at all levels to strengthen leadership, direction and administration of sustainable poverty reduction work; step up propaganda and education to raise awareness and responsibility of cadres and party members, especially leaders in poverty reduction work; continue to perfect poverty reduction policies associated with sustainable development goals; mobilize and effectively use investment resources for poverty reduction work; continue to innovate and improve the effectiveness and efficiency of state management of poverty reduction, and achieve the goal of increasingly improving the material and spiritual life of the people, especially ethnic minority areas.
