Improving the Provincial Governance and Public Administration Performance Index in 2023

According to the recent announcement of the results of the Provincial Governance and Public Administration Performance Index (PAPI) in Vietnam, in 2022, Dak Lak province's PAPI index reached 41.1223 points, ranking 41/63 provinces and cities. To improve this index, on May 18, the Chairman of the Provincial People's Committee issued Plan No. 80/KH-UBND on improving the Provincial PAPI Index in 2023.

In which, it is required that, based on the causes leading to poor implementation of the contents of the PAPI Index in 2022, it is necessary to identify solutions suitable to the actual conditions of the province to overcome them in 2023.

At the same time, thoroughly grasp and deploy the plan to implement solutions to improve the PAPI Index in 2023; synchronously and consistently implement the general directions and orientations of the Provincial Party Committee and the Provincial People's Committee on improving the effectiveness of governance and public administration; ensure full and deep awareness of the content, meaning and importance of public administration work, creating the most positive, practical and effective changes for cadres, civil servants and public employees in the province, especially for grassroots authorities...

Resolve administrative procedures for people at the Provincial Public Administration Service Center.

The plan also clearly states 9 groups of contents that need to be implemented in terms of direction and administration and the following content axes: People's participation at the grassroots level; Publicity and transparency; Accountability to the people; Controlling corruption in the public sector; Public administrative procedures; Public service provision; Environmental governance; E-governance.

The Chairman of the Provincial People's Committee requested departments, branches, sectors, and district-level People's Committees to proactively implement tasks under the state management responsibilities of the sectors and localities; proactively implement and actively coordinate with relevant agencies to effectively implement tasks.

Along with that, strengthen the role and responsibility of the heads of agencies, units and localities in improving the PAPI Index of the province; promote inspection and supervision, proactively prevent harassment and negative acts in the performance of public duties by cadres, civil servants and public employees; promote the implementation of grassroots democracy regulations in a practical direction, ensuring the implementation of political tasks, building agencies and units, changing working styles and practices, practicing thrift, fighting corruption and waste.

Continue to effectively implement the Ordinance on implementing democracy at the grassroots level; regularly disseminate solutions to improve the effectiveness of governance and public administration, and legal regulations related to the provision of public services among cadres, civil servants, and public employees to raise awareness and improve the quality of service to the people...
