Since the beginning of the 2021-2026 term, the Economic - Budget Committee of the Provincial People's Council has closely followed the requirements, tasks and actual situation of the locality, proactively developing plans and monitoring programs. Through monitoring activities, the Economic - Budget Committee has made appropriate recommendations and proposals to remove difficulties and obstacles in the management and implementation of tasks of localities and units.

The monitoring delegation of the Economic - Budget Committee of the Provincial People's Council supervised the implementation of Conclusion No. 251 of the Standing Committee of the Provincial People's Council on the situation of granting certificates of land use rights, house ownership rights and assets attached to land in the province in Vinh Loc district.

Recently, the supervision delegation of the Provincial People's Council's Economic and Personnel Committee led by Comrade Le Quang Hung, member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Economic and Personnel Committee, conducted a thematic supervision of the implementation of Conclusion No. 251/KL-HDND dated June 2, 2022 of the Provincial People's Council Standing Committee on the situation of granting certificates of land use rights, house ownership rights and assets attached to land in the province in the districts: Yen Dinh, Vinh Loc, Ba Thuoc... Through supervision, the delegation pointed out shortcomings and limitations, such as: Verification of information on land use rights is difficult due to lack of accurate information, incomplete documents or complicated legal issues; land allocation decisions and land allocation records of the allocating unit are beyond their authority, so there is no basis to determine the origin of the land to consider recognizing land use rights... On that basis, the supervision delegation requested units and localities to overcome limitations and shortcomings; At the same time, there are recommendations for competent authorities and localities to take timely remedial measures.

In line with the resolutions of the Provincial People's Council, the assignment of management of the Standing Committee of the Provincial People's Council and the annual work program, the Economic and Financial Committee has developed a monitoring plan and specified it into a monthly and quarterly work program for implementation. In regular monitoring activities, the Economic and Financial Committee focuses on monitoring the activities of the Provincial People's Committee, departments, branches, units and localities in directing and organizing the implementation of socio-economic development tasks and budget management in the locality; the implementation of legal documents of the Central Government, resolutions of the Provincial People's Council in the fields of economic management, business activities, budget, finance, etc. Through monitoring work, the Economic and Financial Committee has promptly detected limitations and violations that need to be overcome in the implementation of laws as well as the organization of the implementation of economic and budgetary tasks; at the same time, proposed and recommended to the Provincial People's Council and People's Committee policies and solutions in the economic and budgetary fields.

In the thematic supervision work, the Economic and Social Affairs Committee proactively selects important, prominent, urgent socio-economic issues that are of interest to public opinion and voters, such as the management of public land and public assets after the merger of administrative units, investment policies for direct investment projects in the period of 2016-2020, and regular budget expenditure allocation norms for the period of 2017-2021... Before conducting the supervisions, the Economic and Social Affairs Committee collects and studies documents, develops a specific supervision outline, and organizes a delegation to conduct field surveys. The supervisions are not spread out, but focus on places with problems that need to be considered or typical places; approaching from many different aspects to collect evidence, identify, and clearly analyze what is good and what is not good. At the end of each supervision, the supervision delegation has conclusions on the contents that the locality and the supervised unit need to implement to overcome limitations; Recommend to the provincial authorities to consider and resolve issues under their authority.

The Economic and Human Resources Committee also performs the task of reviewing draft resolutions submitted at the meeting. The content of the review focuses on issues such as: Socio-economic situation; implementation of development investment plans; budget revenue and expenditure; budget settlement; policies and mechanisms on socio-economic development of the province... Through the review activities, many recommendations of the committee were accepted and supplemented by the Provincial People's Committee and the drafting agencies during the preparation of documents before the meeting to ensure compliance with legal regulations and meet practical requirements such as: Adjusting the public investment plan of the State budget in 2023 managed by the province (phase 5); Decision on investment policy for the Sustainable Aquaculture Development Project of Thanh Hoa province; Investment policy for the road project from Dong Xuan intersection to Thanh Hoa city, Dong Thanh - Dong Tien section...

It can be affirmed that the innovation of content and methods of operation, focusing on strengthening the supervision and thematic supervision of the Provincial People's Council's Economic and Personnel Committee, has brought about many encouraging results. Thereby, it has discovered and recommended relevant levels and sectors to resolve existing problems, overcome limitations and shortcomings in the supervised areas, and at the same time contribute to promoting socio-economic development, meeting the expectations of voters and local people.
