Comrade Nguyen Tien Duc, member of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Commission, said: Determining that inspection and discipline enforcement is one of the Party's leadership methods and an important content in Party building work, in recent years, inspection and discipline enforcement work in the provincial Party Committee has received special attention from Party committees and Inspection Commissions at all levels in the province, and has focused on leadership and direction to innovate and improve effectiveness and efficiency in order to contribute to promoting socio-economic development, Party building, consolidating the political system, improving the leadership capacity and fighting strength of Party organizations (TCĐ), Party members (ĐV) in the area. In order for inspection and discipline enforcement work to be substantive, both focused and comprehensive and expanded, right from the beginning of the 2020-2025 term, the Provincial Party Committee's Standing Committee has directed the Provincial Party Committee's Inspection Commission to proactively advise the Provincial Party Committee on the entire term inspection and discipline enforcement program and the entire term inspection and discipline enforcement program for the Provincial Party Committee's Inspection Commission; At the same time, issue and organize dissemination, training, and improvement of knowledge and expertise for staff doing this work.
The Provincial Party Standing Committee worked with the Provincial Party Committee's Inspection Committee on implementing inspection and supervision tasks in 2024.
Every year, closely following the set plan, Party committees and Inspection Commissions at all levels have seriously and closely implemented the inspection work. The inspection content closely follows the direction of the Central and Provincial Party Committees, focusing on sensitive areas, areas prone to violations, areas with many outstanding concerns and public concerns. According to statistics in the first half of the 2020-2025 term, Party committees and Inspection Commissions at all levels have inspected 1,413 trade unions and 1,531 Party members; inspected the implementation of inspection tasks and enforced Party discipline on 868 trade unions; inspected Party finances on 619 trade unions and 125 Party members; supervised 145 trade unions and 142 Party members; and resolved denunciations in 17 cases. In 2023 alone, the Provincial Party Committee's Inspection Commission advised the Provincial Party Committee's Standing Committee to conduct 3 inspections and 6 supervisions according to Article 30 of the Party Charter and 13 inspections and 3 supervisions according to Article 32 of the Party Charter. Through inspections, it was proposed that the Provincial Party Committee's Standing Committee discipline 3 cases; the Provincial Party Committee's Inspection Commission disciplined 1 Party unit and 11 related Party members who violated the regulations.
In the Party's inspection work, inspection when there are signs of violations is a particularly important content that Party committees and Inspection Committees at all levels pay attention to. Accordingly, through many different channels, Inspection Committees at all levels have reviewed and considered signs of violations, thereby developing programs and conducting inspections in a timely manner. As a result, over the past half of the term, Inspection Committees at all levels have conducted inspections when there are signs of violations for 9 TCĐs and 37 Party units; in 2023 alone, inspections when there are signs of violations for 5 TCĐs and 4 Party units. Through inspections, violations have been prevented early, small violations have been promptly detected and corrected, and not accumulated into major violations; at the same time, it has helped TCĐs clearly see their responsibilities, draw lessons in managing, educating and inspecting Party units, contributing to building clean and strong TCĐs and a team of cadres and Party units. In parallel with the inspection work, the supervision activities have also been expanded by the Inspection Committees at all levels in the entire provincial Party Committee in all areas such as: Supervision of the leadership and direction of thrift practice, anti-corruption and negativity; management and training of moral qualities and lifestyles of cadres and Party members; leadership and organization of administrative reform, judicial reform, investigation, prosecution, trial, and execution of judgments... Through supervision, recommendations and requests have been made to remove difficulties and obstacles and handle complicated and prominent issues, thereby promptly preventing and stopping violations of Party organizations and Party members, especially manifestations of internal disunity, violations of the principle of democratic centralism, implementation of regulations on setting examples, performing assigned duties and tasks; strengthening and tightening discipline and order; contributing to maintaining people's trust in the Party and creating high consensus among the people.
In 2024, closely following the leadership and direction of the Central and Provincial Party Committees, Party committees and Inspection Commissions at all levels will continue to promote inspection and supervision work in the direction of innovation, improving quality, effectiveness, efficiency and suitability to the practical situation of the Provincial Party Committee. In particular, the Provincial Party Committee's Inspection Commission will focus on implementing the issued inspection and supervision program; strengthen inspection and supervision of Party committees, General Departments, and heads of Party committees on the performance of assigned duties and tasks; focus on inspection and supervision of the implementation of policies and laws in land management, investment, energy, and outstanding issues of public concern and concern according to Party regulations. At the same time, focus on inspection when there are signs of violations in cases under the supervision and direction of the Provincial Steering Committee for Anti-Corruption and Negativity. With high determination, Party committees and Inspection Commissions at all levels will continue to promote propaganda, dissemination, popularization, and good implementation of the Party's new regulations on inspection and supervision work; Actively coordinate with relevant agencies to further strengthen the Party's inspection work to serve the work of preparing personnel for the Party Congresses at all levels for the 2025-2030 term as well as the work of supervising the Party organization and managing cadres and Party members of the Provincial Party Committee. At the same time, well implement the work of rotating inspection staff in conjunction with attention to fostering ethics, political qualities, improving professional skills, and building a team of inspection staff of the province to meet the requirements and assigned tasks.
