The 2023 Cooperative Law, effective July 1, 2024, will have a positive impact on the operations of cooperatives in the new phase, aligning with practical needs. Currently, many cooperatives have facilitated the participation of the poor, young people, ethnic minorities, and women in collective economic models, helping them become masters of their family economies and play an important role in society.

Specific targets for 2025

Resolution No. 20-NQ/TW on continuing to innovate, develop, and improve the efficiency of the cooperative economy in the new period affirms: “The cooperative economy is an important economic component that must be consolidated and developed alongside the state economy to become a solid foundation of the national economy…”. Based on this, the Provincial Party Committee, the Provincial People's Committee, and various sectors and levels have focused on building action programs and plans to organize the implementation of measures to elevate the cooperative economy and cooperatives to a new level, creating a solid foundation and momentum to drive the sustainable development of the cooperative economy and cooperatives alongside other economies. In recent times, the involvement of all levels and sectors has become increasingly decisive in supporting the development of cooperatives. Several mechanisms and policies on the development of the cooperative economy and cooperatives have been implemented, positively impacting its development.

However, the current situation of cooperative economic development in the province is facing many difficulties as agricultural production remains small-scale and fragmented, product quality is inconsistent, and it does not meet the requirements of demanding markets. While the 2023 Cooperative Law has many new points that create momentum for the development of cooperatives, it requires time for cooperatives to study, change, and adapt to the new regulations to suit the conditions of each unit. In addition, cooperative management staff are not yet quick to adapt to market fluctuations, and their access to information technology is limited. Cooperative operating capital is low, making it difficult for cooperatives to access loans from credit institutions; a cooperative development support fund has not yet been established, hindering the capital needs of cooperatives…

Therefore, to develop the cooperative economy sustainably and contribute to socio-economic development, the province aims to establish 10 new cooperatives by 2025, with an average annual revenue of 2.25 billion VND. The average income of cooperative workers will be 6 million VND per month. The percentage of agricultural cooperatives applying high technology will reach 12% of the total number of cooperatives in the agricultural sector. In particular, the province will continue to develop the cooperative economy in diverse forms, with cooperatives as the core. The methods and organizational management of cooperatives will be reformed according to the new cooperative model. The cooperative economy will be developed in both quantity and quality, with a focus on quality, ensuring harmony across all sectors, fields, and localities. There must be preferential policies for cooperative organizations and agricultural cooperatives, linking production and business activities with product value chains, applying science and technology, innovation, and digital transformation…

Specifically implementing the 2023 Cooperative Law.

According to the Provincial People's Committee, in order to achieve the above targets in 2025, the province will continue to disseminate and train on the Cooperative Law and improve human resources; strengthen the dissemination of Resolution No. 20; the Action Program of the Government, the Provincial Party Committee, the Provincial People's Committee, and focusing on the 2023 Cooperative Law, aiming to raise awareness among cadres, Party members, all strata of the people and the entire political system about the nature and operating principles of the new cooperative model. It will also organize professional skills training for management staff, workers, and cooperative members to meet practical needs.

Furthermore, the policies supporting the development of cooperatives under the 2023 Cooperative Law will be concretized, focusing on supporting cooperatives participating in trade promotion activities, product advertising and introduction, and business networking; applying science and technology in production; building brands and trademarks and traceability; and granting planting area codes and packaging facility codes to eligible cooperatives. Support will continue to be provided to cooperatives participating in building production and consumption chains. Conditions will be created for cooperatives to lease and be allocated land in accordance with land law regulations; and cooperatives will be supported in accessing capital through the establishment of a cooperative development support fund.

Furthermore, it is necessary to strengthen economic and organizational linkages among cooperatives and between cooperatives and other economic organizations, with the aim of maximizing resource mobilization for development. Develop large-scale cooperatives, gradually consolidating and merging smaller cooperatives to create resources for building value chains of local advantageous products. Focus resources on improving the operational efficiency of new-style cooperatives as the core connecting and linking other cooperatives. Completely dissolve cooperatives that exist only in form, have ceased operations, or are not operating in accordance with the nature of new-style cooperatives...

Simultaneously, it is necessary to enhance the operational capacity of the steering committees for the development of the cooperative economy at all levels. Monitoring and supervising the implementation of the Cooperative Law and guiding the implementation of policies for this economic sector are crucial. The core role of the Provincial Cooperative Union should be promoted in supporting, developing, and improving the operational efficiency of cooperatives…
