The 2023 Law on Cooperatives, which will take effect on July 1, 2024, will have positive impacts on the operations of cooperatives in the new period in line with practical needs. Currently, many cooperatives have created favorable conditions for the poor, young people, ethnic minorities, and women to participate in the collective economic model, helping them become the owners of their family economy and play an important role in society.
Specific targets for 2025
Resolution No. 20-NQ/TW on continuing to innovate, develop and improve the efficiency of the collective economy in the new period affirms: "The collective economy is an important economic component, which must be consolidated and developed together with the state economy to become a solid foundation of the national economy...". On that basis, the Provincial Party Committee, the Provincial People's Committee, sectors and levels have focused on building action programs and plans to organize and implement the raising of the collective economy and cooperatives to a new position, creating a solid foundation with the potential to bring the collective economy and cooperatives together with other economies to develop sustainably. In recent times, the participation of all levels and sectors has become increasingly drastic to support the development of cooperatives. A number of mechanisms and policies on the development of the collective economy and cooperatives have been implemented, positively impacting the development of the collective economy.
However, the current situation of developing the collective economy in the province is facing many difficulties when agricultural production is still small and fragmented, product quality is uneven, and does not meet the requirements of the demanding market. Although the 2023 Cooperative Law has many new points to create development momentum for cooperatives, it is necessary for cooperatives to have time to research, change, and adapt to new regulations suitable to the conditions of each unit. In addition, the team of cooperative managers is not quick to respond to market fluctuations, and access to information technology is limited. The operating capital of cooperatives is still low, cooperatives have difficulty accessing loans from credit institutions; the cooperative development support fund has not been established, making it difficult for cooperatives to meet capital needs...
Therefore, to develop the collective economy sustainably, contributing to socio-economic development, the goal by 2025 is that the province will establish 10 new cooperatives, with an average revenue of 2.25 billion VND/year. The average income of workers in cooperatives is 6 million VND/month. The rate of agricultural cooperatives applying high technology reaches 12% of the total number of cooperatives in the agricultural sector. In particular, continue to develop the collective economy with many diverse forms, with cooperatives as the core. Innovate the methods and management organization of cooperatives according to the new cooperative model. Develop the collective economy in both quantity and quality, focusing on quality, ensuring harmony in all sectors, fields and localities. There must be preferential policies for collective economy organizations and cooperatives in the agricultural sector, linking production and business activities with product value chains, applying science and technology, innovation and digital transformation...
Specifying the Law on Cooperatives 2023
According to the Provincial People's Committee, in order to achieve the above targets in 2025, it will continue to propagate and train the Law on Cooperatives and improve human resources; strengthen the propaganda of Resolution No. 20; Action Program of the Government, Provincial Party Committee, Provincial People's Committee and focus on the Law on Cooperatives in 2023, to raise awareness among cadres, party members, people of all walks of life and the entire political system about the nature and operating principles of the new cooperative model. Organize professional skills training for management staff, workers and cooperative members to meet practical needs.
In addition, specify policies to support cooperative development according to the Law on Cooperatives 2023, focusing on supporting cooperatives to participate in trade promotion activities, product promotion and introduction, trade connection; applying science and technology in production; building brands, trademarks and traceability; granting growing area codes and packing house codes to cooperatives that meet the conditions. Continue to support cooperatives to participate in building production and consumption chains. Create conditions for cooperatives to lease and allocate land according to regulations on land law; support cooperatives to access capital through the establishment of a cooperative development support fund.
In addition, strengthen economic and organizational linkages between cooperatives and between cooperatives and other economic organizations, aiming to mobilize maximum resources for development. Develop large-scale cooperatives, gradually consolidate and merge small-scale cooperatives to create resources to build value chains of local advantageous products. Focus resources to improve the operational efficiency of new-style cooperatives as the core to connect and link other cooperatives. Completely dissolve cooperatives that exist in form, stop operating, or operate in a way that is not true to the nature of new-style cooperatives...
At the same time, it is necessary to improve the operational capacity of the steering committee for the development of collective economy at all levels. Monitor and supervise the implementation of the Law on Cooperatives and guide the implementation of policies for this economic sector.
