In 2022, the whole country saved nearly 54 trillion VND
At the meeting, authorized by the Prime Minister, on behalf of the Government, reporting on the work of practicing thrift and combating waste in 2022, Minister of Finance Ho Duc Phoc said that in 2022, implementing the resolutions of the National Assembly and the Government, the Prime Minister directed ministries, branches and localities to seriously implement and achieve positive results, such as: Reviewing, promulgating or submitting to competent authorities to promulgate regulations related to practicing thrift, combating waste, norms, standards and regimes; thoroughly implementing thrift in State budget expenditures; strengthening inspection and examination to strictly handle acts causing loss and waste in the management and use of State budget capital, public assets, land, minerals, etc.
Notably, the results of practicing thrift and combating waste in the management and operation of the State budget show that: Thanks to proactive management, the State budget expenditure tasks in 2022 have basically completed the set targets: State budget expenditure in 2022 is estimated at 2.16 million billion VND - an increase of 352.3 thousand billion VND (+19.4%) compared to the estimate.
"The total savings in state budget and capital in 2022 according to reports from ministries, branches and localities is 53,887 billion VND," said Minister of Finance Ho Duc Phoc.
In particular, in 2022, 63 provinces/cities reduced 2,159 departments and equivalent organizations. The whole country reduced 7,469 public service units (reaching 13.5%) compared to 2016. Streamlining the payroll reduced 79,057 people (29.96% compared to the number of civil servants and public employees reduced in the period 2016 - 2021)...
Publicize organizations and individuals with wasteful behavior
Representing the agency verifying the work of practicing thrift and combating waste in 2022, at the meeting, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that the Finance and Budget Committee basically agreed with the Government's Report and highly appreciated the initiative and determination of the Government, ministries, and local branches to achieve positive results in practicing thrift and combating waste in 2022.
Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh pointed out some bright spots in practicing thrift and fighting waste.
Accordingly, in the management and use of the state budget, nearly 54,000 billion VND has been saved. The disbursement rate of public investment capital is estimated to reach 93.42% of the plan assigned by the Prime Minister. The slow disbursement of public investment capital in the transport sector has been basically overcome, the disbursement rate is higher than the national average, saving over 8,546 billion VND.
In addition, the Government and the Prime Minister focused on directing, handling and removing difficulties for slow-progressing and ineffective projects. Some enterprises have initiatives, technical improvements, cost savings, and improved production and business efficiency such as: Vietnam Oil and Gas Group saved 5,941 billion VND in production, business and investment costs; Military Industry - Telecommunications Group (Viettel) saved 1,416 billion VND.
Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh also assessed that administrative reform has received attention; continued innovation, organization and apparatus arrangement, staff streamlining associated with restructuring the team of civil servants and public employees; arrangement, reorganization, and innovation of public service units...
However, the auditing agency believes that the Government's report has not yet assessed, analyzed, and clarified the relationship and changes in the organization of implementing thrift and combating waste with the promulgation of legal documents, standards, regimes, and norms; has not fully assessed the existing problems, limitations, causes of the existing problems, limitations, and responsibilities; has not yet overcome the existing problems and limitations pointed out by the National Assembly and National Assembly deputies in the reporting periods...
In addition, the Government and ministries and branches have been slow to issue detailed regulations; forecasts and calculations of the needs of a number of policies to restore and develop the socio-economy according to Resolution No. 43/2022/QH15 of the National Assembly are not close to reality; implementation of a number of policies is slow, the results are not as expected. By December 31, 2022, the disbursement of new support policies reached more than 78.3 trillion VND (equal to 26% of the total capital).
The implementation of the 3 National Target Programs is also slow and has many limitations, reducing the efficiency of investment capital use, greatly affecting the goals of the programs, and causing waste of State resources.
The audit agency proposed many groups of tasks and solutions to resolve the above situation, emphasizing: "The Government needs to have solutions to immediately overcome the situation of slow allocation, capital allocation, and disbursement of public investment capital; ensure the quality and progress of important national projects, 3 National Target Programs, and the Economic Recovery and Development Program according to Resolution No. 43/2022/QH15 of the National Assembly.
In particular, publicly announce on the media the list of ministries, branches and localities that are slow to issue the Program on practicing thrift and combating waste in 2022 and 2023, and organizations and individuals who commit wasteful acts and violate regulations on practicing thrift and combating waste.
