On November 25, White House National Security Council coordinator John Kirby announced that the US had instructed the Ukrainian armed forces on how to select targets for attack with ATACMS tactical ballistic missiles provided by Washington.

Asked about the ATACMS missile strikes deep into Russian territory, the White House official initially said that "nothing has changed" about the use of the weapons, but then paused and emphasized: "Obviously we have changed the guidance and instructions to them that they can use them to attack specific types of targets," TASS news agency reported.
In addition, the White House coordinator declared: "Right now, they (Ukrainian soldiers) can use ATACMS to defend themselves when necessary."
This is the first time the US has publicly confirmed the lifting of restrictions on Ukraine's use of long-range weapons provided by Washington to strike deep into Russia.
Previously, on November 17, the New York Times reported on this issue, but the US government did not publicly acknowledge it, but also did not deny it.
Only the High Representative of the European Union (EU) for Foreign Affairs and Security Policy Josep Borrell confirmed that the US has lifted restrictions on the use of missiles supplied by this country to strike Russian territory within a range of up to 300 km.
Meanwhile, on the same day, November 25, in an interview with Al Arabiya TV channel, Deputy Chairman of the Russian Security Council Dmitry Medvedev said that Ukraine's use of long-range Western missiles to attack deep into Russian territory "crossed any red line".
Russian President Vladimir Putin “made his position clear when approving new platforms for nuclear deterrence,” Medvedev added.
Immediately after Ukraine was "untied" by the US, Russia approved a revised nuclear doctrine, in which it reserves the right to consider a nuclear response to a conventional attack that threatens its sovereignty.
Russia will now also consider any attack by a non-nuclear state supported by a nuclear power as a joint attack.
