The Ministry of Health has just sent an official dispatch to the Vietnam Social Security regarding the application of the basic salary according to Decree No. 73/2024/ND-CP of the Government in the payment of medical examination and treatment costs under health insurance.
According to the Ministry of Health, based on Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces, the Ministry of Health guides the implementation of payment of medical examination and treatment costs under health insurance during the transition period from July 1, 2024 to December 31, 2024, adjusted as follows:
Regarding the level of health insurance benefits, according to Article 14 of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance from July 1, 2024 or in the case of a patient admitted to the hospital or starting treatment before July 1, 2024 but discharged from the hospital or ending treatment from July 1, 2024: the cost for one medical examination and treatment is lower than 15% of the basic salary, equivalent to lower than VND 351,000 (the payment level increases by VND 81,000).
The total payment for medical supplies for one use of technical services shall not exceed 45 months of basic salary, in which, in case the patient is hospitalized from July 1, 2024: the equivalent shall not exceed 105.3 million VND.
In case a patient is admitted to the hospital or begins treatment before July 1, 2024 but is discharged or ends treatment from July 1, 2024, the total payment for medical supplies for one use of technical services is determined according to the time of completion of the technical service and the cost is calculated at 2 times as follows:
Before July 1, 2024: apply the basic salary level stipulated in Decree No. 24/2023/ND-CP dated May 14, 2023 of the Government stipulating the basic salary level for cadres, civil servants, public employees and armed forces, equivalent to not exceeding 81 million VND.
From July 1, 2024: apply the basic salary stipulated in Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government, equivalent to not exceeding 105.3 million VND.
According to the Ministry of Health, by June 2024, the country will have about 89.552 million people receiving inpatient and outpatient health insurance examination and treatment, an increase of more than 6.5 million people (equivalent to 7.91%) over the same period in 2023.
The scope of benefits for health insurance participants is relatively comprehensive, including: costs of technical services for medical examination and treatment, medicine, blood, infusion, medical supplies, and chemicals when health insurance participants go for medical examination and treatment, rehabilitation, periodic pregnancy check-ups, and childbirth at medical examination and treatment facilities.
Health insurance benefits are adjusted according to the new basic salary, effective from July 1, 2024.
In addition, the health insurance fund also covers the cost of transporting patients from the district level to the provincial and central levels for a number of priority groups such as: people from poor households, ethnic minorities, people with revolutionary contributions, children under 6 years old, etc., in emergency cases or when being treated as inpatients and needing to be transferred to a specialized technical level.
The health insurance fund also allocates a portion of the cost from health insurance revenue to schools, agencies, and organizations to serve the examination and treatment work in primary health care.
Every year, on average, the health insurance fund pays from 87 - 89% of the total cost of health insurance medical examination and treatment.
