On the afternoon of October 30, speaking with Dan Tri reporter, Mr. Nguyen Dang Phu, Chairman of the People's Committee of Hoa Hai commune (Huong Khe district, Ha Tinh), said that prolonged heavy rain caused the Tat dam, which supplies water for agricultural irrigation in the area, to break.
"The dam broke at 12 noon the same day, the dam body collapsed about 6m long. Floodwaters rushed down, completely washing away 30 hectares of newly planted corn. There were about 10 households living nearby, when the water was near the yard, we informed them to move to a safe place," Mr. Phu informed.

According to local leaders, after the dam broke, traffic in the area was cut off.
In Ha Linh commune (Huong Khe district), due to heavy rain and floods, water from upstream poured down quite quickly, causing National Highway 15, the section passing through this locality, to be flooded and the water to flow rapidly.
Faced with this situation, the road management agency, together with the Traffic Police, Ha Tinh Police and local authorities, have regulated, guided, and divided traffic, erected barriers, warning signs, and restricted vehicle traffic.
Currently, the authorities only allow certain types of vehicles such as container trucks and large trucks to move through flooded areas, while motorbikes and low-chassis cars are not allowed to circulate to ensure safety.
Heavy rain also caused many locations on Ho Chi Minh Highway, through Phuc Dong Commune, Huong Khe District, to be flooded 40-50cm deep, causing traffic jams.

The road management agency has arranged barriers and guards at both ends of flooded areas to limit traffic.
There are currently no statistics on the damage caused by floods in Ha Tinh province. Ha Tinh provincial authorities are working with affected localities to support people in coping with the complicated developments of floods.
