On August 14, the Government issued Resolution No. 126/NQ-CP on a number of solutions to improve the quality of work in building and perfecting the legal system and organizing law enforcement to prevent corruption, group interests and local interests.
In recent times, the Government, the Prime Minister, ministers, heads of ministerial-level agencies, and localities have focused a lot of time and resources, and applied many solutions to promote the work of building and perfecting the legal system and organizing law enforcement, contributing to the successful implementation of the country's socio-economic development tasks; ensuring national defense, security, international integration, stabilizing the macro-economy, controlling inflation; achieving reasonable growth and improving the quality, efficiency, and competitiveness of the economy.

The drafting of some legal documents has not ensured enough time to implement the processes and procedures as prescribed. The reception and explanation of appraisal opinions and opinions of Government members are not complete and clear. In order to improve the quality of the work of building and perfecting the legal system and organizing law enforcement, preventing and combating corruption, group interests, and negativity in the work of building laws, the Government requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to review and evaluate the results of the implementation of the direction of the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Government, the Prime Minister, People's Councils, People's Committees of provinces and centrally run cities on the work of building institutions and organizing law enforcement, and to detect shortcomings and difficulties.
From there, there are appropriate solutions and measures to promote and continue implementing the directives on institutional building and law enforcement in ministries, branches and localities. Direct agencies to proactively study the Party's policies and guidelines in the 13th National Congress Documents; resolutions of the Central Executive Committee, resolutions, conclusions and directives of the Politburo, the Secretariat, instructions from the National Assembly, the National Assembly Standing Committee, the Government, the Prime Minister, the People's Council, the People's Committee, international treaties and law enforcement practices to promptly promulgate within their authority or propose amendments, supplements and promulgation of legal documents.
When advising and proposing the issuance of documents, the content and form must be within the authority prescribed by law; the dossier proposing the development, project, and draft of legal documents must ensure that all documents are complete as prescribed and the quality of each document is guaranteed. Do not submit to the Government, Prime Minister, People's Council, or People's Committee for issuance or issue under authority administrative documents containing legal regulations.
Resolutely and strictly handle acts of "corruption, negativity, and group interests" in law-making work.
In order to strengthen direction, inspection, detection, prevention and resolute handling of acts of "corruption, negativity, and group interests" in the work of law making and enforcement, the Resolution requires proactive reporting and seeking opinions from Party committees and organizations at all levels on important policies and major orientations in projects and draft documents.
Improve the capacity and quality of cadres and civil servants working in law-making and law enforcement through strengthening training and fostering professional qualifications, expertise, and political will for cadres and civil servants to raise vigilance, not to be influenced or influenced by unhealthy behaviors aimed at inserting group interests, local interests, and distorting policies and the content of legal documents.
Strengthen inspection and strictly handle violations in the process of drafting and promulgating documents; clearly define the responsibilities of agencies, units and individuals in advising on drafting and promulgating illegal documents.
In addition, it is necessary to prioritize and allocate sufficient human resources, funding and other necessary conditions to fully meet the requirements of law-making, law-improvement and law-enforcement organization.
