On September 30, a representative of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said that they had proposed many problems to the Steering Committee for Key Projects of Ho Chi Minh City. Among them, the difficulty of Package No. 13, the end of the Tran Quoc Hoan - Cong Hoa connecting road, is at risk of greatly affecting the expected traffic opening progress.

The Tran Quoc Hoan - Cong Hoa connecting road project is about 4km long, with a total investment of more than 4,800 billion VND, starting construction in December 2022.
With the goal of clearing the entire area that has been congested for many years, the route is designed with 6 lanes, passing through the land belonging to Tan Son Nhat airport and connecting directly to Terminal T3, Tan Son Nhat International Airport.
The entire project has 5 main construction packages, with the total completed construction volume reaching 80%. However, package 13 from Km 2+190 to the intersection with Truong Chinh Street has been stalled for many months now. According to Giao Thong Newspaper reporters, the construction site is cluttered with machinery and equipment gathered but not in operation. At one point, there were only 3 workers working in the entire package. On the side adjacent to the residential area, the muddy and dirty road has made people's lives very inconvenient.
According to the Ho Chi Minh City Department of Transport, this package has reached about 65% of the total output, and has put a part of the road into temporary use, but is stalled due to lack of construction site. Specifically, this package is still stuck with 67 households and the area of Textile Factory 7 blocking the route.
The Traffic Committee recommends that the city direct the Department of Planning and Architecture to promptly respond to the master plan of the 1/500 scale of the on-site resettlement land related to the project as requested by the People's Committee of Tan Binh District. From there, there will be a direction to resolve problems related to compensation and resettlement for households within the scope of the project.
To ensure the entire project opens to traffic in December 2024 to connect synchronously with Tan Son Nhat T3 terminal, the Traffic Committee proposed that the Ministry of National Defense direct the Military Region 7 Command to urgently hand over the area belonging to Textile Factory 7 to the People's Committee of Tan Binh District.

Instead of the urgent atmosphere of 3 shifts and 4 shifts, the final contract package of the road connecting Tran Quoc Hoan - Cong Hoa fell into a state of sluggish progress.
The construction camp area of Package 13 was quiet over the past two weekends, with equipment lying in one place. Concrete structures and materials were scattered around.
