Expand the town to triple its current size
Thanh Chuong town currently has a natural area of 6.54 km2 and a population of more than 11,000 people, is a type V urban area, recognized by the Provincial People's Committee in 2018.
According to the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, Thanh Chuong town is oriented to develop into a type IV urban area. To realize this orientation, it requires a synchronous and sustainable planning for urban development with functional subdivisions that are both principled and ensure openness, flexibility and sustainability.
According to the provisions of Resolution No. 35, dated July 12, 2023 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the period 2023 - 2030; Thanh Linh and Thanh Dong communes adjacent to the town have a natural area of less than 20% and a population size of less than 300% as prescribed and are subject to arrangement in the period 2023.
On the other hand, Thanh Linh, Thanh Dong and Thanh Chuong town have similar natural conditions, history and culture, because before, when separating to establish Thanh Chuong town, in terms of population, the basic natural area was divided from neighboring communes.
Therefore, Thanh Chuong district plans to merge the entire natural area and population of Thanh Linh and Thanh Dong communes into Thanh Chuong town to establish the expanded Thanh Chuong town with an area three times larger than the current one, with a total of 19.85 km2 and double the current population, about more than 22,000 people after the merger.

Thanh Linh commune has a natural area of 7.77 km2 (15.54%) and a population of 6,919 people (138.38%).
Thanh Dong commune has a natural area of 5.54 km2 (18.47%) and a population of 5,379 people (67.24%).
Thanh Chuong town has a natural area of 6.54 km2 (46.71%) and a population of 11,374 people (142.18%).
After the merger, Thanh Chuong town expanded with an area three times larger than the current one, with a total of 19.85 square kilometers and double the current population, about more than 22,000 people.
In order to proactively take a shortcut in implementing the Provincial Planning, specifically developing Thanh Chuong town into a type IV urban area, and at the same time effectively implementing Resolution No. 35 of the National Assembly Standing Committee; recently, the People's Committee of Thanh Chuong district together with Thanh Chuong town coordinated with relevant agencies to review and evaluate the classification criteria for type V urban areas for the expanded Thanh Chuong town, merging Thanh Linh and Thanh Dong communes.
According to the report of Thanh Chuong District People's Committee, the results of the evaluation of the criteria for classifying type V urban areas according to the provisions of Resolution 26, dated September 21, 2022 of the National Assembly Standing Committee, the expanded Thanh Chuong town has achieved the criteria of type V urban areas with an assessment score of more than 90/100 points.
In order to have a basis to submit to the Department of Construction for appraisal before submitting to the People's Committee for approval and recognition of the expanded Thanh Chuong town as a type V urban area; the District People's Committee has developed a project and the District People's Council has just issued a Resolution approving the Project proposing to recognize the expanded Thanh Chuong town as meeting the criteria for a type V urban area.
Attracting capital for infrastructure construction
The process of completing the procedures to recognize the expanded town as a type V urban area creates the foundation and premise for the town to continue building a type IV urban area according to the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050.
Towards this goal, according to comrade Tuong Dang Hao - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thanh Chuong town: In the past time, the Party Committee and the government of Thanh Chuong district together with the town have focused on mobilizing resources from the budget at all levels, from enterprises and the internal resources of the people to prioritize investment and upgrading of socio-economic infrastructure; both promoting the completion of civilized urban standards; and meeting the requirements of long-term urban development.
Accordingly, the town has completed upgrading inner-city traffic routes; renovated and upgraded dams into ecological lakes, such as Ranh Ranh Dam in Block 1A and is currently continuing to upgrade and renovate 2 lakes in the town center; built and upgraded classrooms and multi-functional classrooms of 3 schools to raise national standards.
According to the Chairman of the Town People's Committee, the district is currently working with the town to promote investment in upgrading the town's office; building cultural houses for all blocks, equipped with synchronous cultural and sports facilities, meeting civilized urban standards and serving the needs of the people. Strengthening and expanding relationships, calling for investment in urban and trade - service projects, contributing to promoting economic restructuring, increasing income for the people. Currently, Thanh Chuong town is implementing the policy of attracting investment projects in commercial centers; The Provincial People's Committee has also approved the investment in implementing urban projects in Thanh Chuong town with a total implementation cost of more than 889 billion VND; area of 109,438 m2 ; population of 1,200 people.
The requirements for urban development of Thanh Chuong town must be consistent with the National Urban Development Program, the Master Plan for the Development of the Urban System of Nghe An Province, the Planning of Nghe An Province and the Construction Planning of Thanh Chuong District. The urban development of Thanh Chuong town must ensure comprehensiveness and achieve at a high level the criteria of a type IV urban area, build a civilized and modern urban appearance, meet the requirements and aspirations of the people, and be worthy of being the economic and political center of Thanh Chuong District.
