With more than 50 activities of the National Assembly Chairman and the ministries, branches and localities participating in the Delegation with your partners, the visit of National Assembly Chairman Tran Thanh Man and his wife and the high-ranking delegation of the Vietnamese National Assembly was very successful, achieving many substantive and comprehensive results, on the channels of the Party, the National Assembly, the Government, people-to-people exchanges and the pillars of the Strategic Partnership with Singapore and the Comprehensive Strategic Partnership with Japan. Through the visit, many new directions, opportunities and cooperation periods have been opened up in the Vietnam - Singapore, Vietnam - Japan cooperation relations.

Trustworthy, sincere, close, warm

Vietnam and Singapore share the same goal of peaceful, stable and prosperous development. The relationship between Vietnam and Singapore is not only about cooperation between leaders, but also about the connection of cultural values, the “string” connecting trust and prospects between the two peoples.

On the basis of that good traditional friendship, as commented by Associate Professor Eugene Tan - Senior Lecturer at Singapore Management University (SMU), this official visit to Singapore by National Assembly Chairman Tran Thanh Man is very important, showing the "increasingly warm" relationship between the two countries.

During the visit, National Assembly Chairman Tran Thanh Man had high-level talks, meetings and contacts with Singapore's top leaders. Singaporean leaders gave the delegation a warm and respectful welcome, demonstrating high political trust, sincerity and closeness. The Singaporean Parliament Chairman and his wife personally welcomed and invited the Vietnamese National Assembly Chairman and his wife to visit Gardens By The Bay - a natural park with an area of ​​over 100 hectares, located in the central area of ​​Singapore, likened to a "spring garden" on the "Lion Island". This is part of the Singaporean Government's strategy to turn the "Lion Island" into the world's leading "green" country.

Singaporean senior leaders all assessed that the Vietnam-Singapore strategic partnership is at its best stage of development, with political trust between the two countries’ leaders at a very high level and close economic, trade and investment links. This is the basis and foundation to further foster and strengthen the warm friendship between the two countries.

At the high-level talks, meetings and contacts, National Assembly Chairman Tran Thanh Man and President Tharman Shanmugaratnam, Prime Minister Lawrence Wong, National Assembly Chairman Seah Kian Peng... all agreed that the two countries have similar strategic visions and share many common views. Singaporean leaders agreed to cooperate closely with Vietnam in perfecting a solid legal foundation, deepening the bilateral relationship, especially in areas where the two countries have strengths and are of mutual interest, such as trade - investment, education and training, high-quality human resources, healthcare and new areas such as innovation, renewable energy, digital transformation.

The Singaporean leaders shared their satisfaction with the excellent developments in bilateral relations, affirming their desire to further develop cooperation in all fields and channels of the Party, National Assembly, Government, people-to-people and business exchanges.

The Vietnamese side expressed its belief that Vietnam will achieve its national development goals on the occasion of the 100th anniversary of the Party's founding in 2030 and the 100th anniversary of the country's founding in 2045. At the same time, it highly appreciated the determination and vision of Vietnam's senior leaders in developing new areas, such as clean energy, digital economy, green economy, circular economy and climate change response. The Vietnamese side also affirmed its full support for the cooperation agreements signed between the two countries in recent times as well as existing bilateral mechanisms, especially the Ministerial Conference on connecting the two economies...

In a sincere and open atmosphere, National Assembly Chairman Tran Thanh Man and Singapore’s top leaders had in-depth discussions on major orientations and measures to strengthen cooperation and elevate relations in the coming time. In particular, the two sides agreed to strengthen cooperation in areas of Vietnam’s interest and Singapore’s strengths.

National Assembly Chairman Tran Thanh Man suggested that Singapore pay attention to promoting the implementation of the Agreement on the Training Program for mid- and high-ranking officials of the Communist Party of Vietnam in Singapore for the period 2024-2026; increase the number of scholarships at all levels for Vietnam; and expand programs such as Governance for leaders and potential leaders to other levels of Vietnamese officials.

Agreeing with the proposal of National Assembly Chairman Tran Thanh Man, President Tharman Shanmugaratnam affirmed that Singapore will continue to support Vietnam in improving the quality of human resources, and at the same time suggested that the two sides continue to promote typical cooperation models such as the Vietnam-Singapore industrial park. Along with that, it is necessary to further exploit cooperation opportunities in new areas, such as digital transformation and the carbon credit market. Strengthening energy cooperation, connecting power grids, including the ASEAN power grid, accelerating the project of Sembcorp Group with the Vietnam Oil and Gas Technical Services Corporation (PTSC). Strengthening cooperation, cultural exchange and tourism...

Marking the beginning of the journey of cooperation between the two countries for the next 50 years

With Japan, although the two countries officially established diplomatic relations 51 years ago, in reality the relationship between the two nations has a very long history and has undergone many ups and downs and changes over time. The two nations have many similarities in traditional customs, arts and cultures, both associated with the rice civilization and sharing many common values ​​and concerns. The image of the land and people of Japan is increasingly familiar to the Vietnamese people, which is an important factor contributing to deepening the trust and mutual understanding between the people of the two countries. More importantly, in the overall relationship between the two countries, Vietnam and Japan have the consensus of the leaders and people of the two countries.

On that solid foundation, over the past 51 years, the relationship between Vietnam and Japan has made many “remarkable” strides with increasingly open and substantive cooperation in terms of scope, scale and effectiveness. And, the “key” to these strides lies in sincerity, trust and mutual respect.

During the visit, during the talks and meetings, the Chairman of the National Assembly of Vietnam and the top leaders of Japan highly appreciated the achievements of the bilateral relationship over the past 51 years and after a year of implementing the new cooperation framework - the relationship "Strategic cooperative partnership for peace and prosperity in Asia and the world". At the same time, they agreed to promote the Vietnam - Japan Comprehensive Strategic Partnership to become more substantive and effective, for the practical benefits of the people of the two countries. They proposed directions for cooperation in various fields in the coming time, aiming to concretize and deepen the content of the new cooperation in all fields and channels of the Party, National Assembly, Government and people-to-people exchange.

At high-level meetings, Japanese leaders appreciated the significance and importance of the visit, and gave the Chairman of the National Assembly a thoughtful and respectful welcome, demonstrating their respect for the relationship with Vietnam, including the Vietnamese National Assembly and Chairman of the National Assembly Tran Thanh Man personally. President of the House of Councilors of Japan Sekiguchi Masakazu expressed his belief that 2024 will mark the beginning of the journey of cooperation between the two countries in the next 50 years.

Japanese leaders have repeatedly emphasized their appreciation for the contributions of the Vietnamese community in Japan to Japan's socio-economic development as well as in responding to the aging population. Japan expressed its desire to promote human resource cooperation with Vietnam, pledging to continue to promote the improvement of working conditions, working regimes, and living conditions for foreign workers in Japan, including Vietnamese, through the implementation of the "training-employment" mechanism instead of the current "internship" mechanism.

Considered a bright spot in bilateral relations, promoting local cooperation was one of the outstanding results of the visit. Governors of Japanese localities expressed their hope that the Vietnamese National Assembly and Government would continue to pay attention and create conditions for the implementation of cooperation programs between localities of the two countries in the future. During the talks and meetings with the highest leaders of Japan, the two sides also affirmed that they always consider local cooperation between the two countries as an important, substantive and effective cooperation channel to strengthen economic, trade and labor cooperation and promote people-to-people exchange between Vietnam and Japan.

Governor of Nara Prefecture Yamashita Makoto agreed to cooperate with Thua Thien Hue Province on the basis of the agreement, aiming for the success of the 14th East Asia Regional Local Government Conference in 2025; highly appreciated the contributions of the community of 4,000 Vietnamese people working in the fields of manufacturing, nursing and health... in the province. In particular, Governor of Nara Prefecture said he was pleased to welcome and wished to receive more and more Vietnamese students and workers to work at companies and businesses in the province.

The Governor of Kanagawa Prefecture believes that cultural exchange events are a boost to promote people-to-people exchanges between the two countries and hopes to organize more Kanagawa festivals with new ideas and on a larger scale in Vietnam.

Sharing about the special connection between Nagasaki Prefecture and Vietnam since 400 years ago, the Governor of Nagasaki Prefecture recalled that this originated from the relationship between Princess Ngoc Hoa and Japanese merchant Sotaro Araki. And, that good relationship is respected, preserved and developed by the people of the province to this day, expressed in the traditional dance called “Nagasaki kunchi”.

Accompanying the National Assembly Chairman on his official visit to Japan this time are leaders of five localities, including Bac Ninh, Ha Tinh, Thua Thien Hue, Binh Duong and Can Tho city - localities with many strengths and a common desire to strengthen cooperation with Japanese localities.

One of the important highlights of the visit was the signing of the Cooperation Agreement between the Vietnamese National Assembly and the Japanese House of Councillors by National Assembly Chairman Tran Thanh Man and the House of Councillors President Sekiguchi Masakazu, creating a foundation for enhancing the effectiveness of cooperation between the legislative bodies on both bilateral and multilateral levels. The Japanese leaders attached special importance to the signing of the Cooperation Agreement between the Vietnamese National Assembly and the House of Councillors. This is the first cooperation agreement that the House of Councillors of Japan has signed with a foreign legislative body, marking a new and historic step in the cooperative relationship between the two legislative bodies. The two sides affirmed their commitment to closely coordinate to implement this cooperation agreement.

Along with the cooperation agreement between the Vietnamese National Assembly and the Japanese House of Councilors, within the framework of the visit, 10 cooperation documents were signed between Can Tho city and a number of Vietnamese enterprises with Japanese partners.

Affirming that the people-to-people exchange and the Vietnam-Japan relationship are at their “best ever”, from a personal perspective, Member of the Japanese House of Representatives, Dr. Soramoto Seiki, believes that Vietnam still has a lot of room for development, and in the very near future, many industries in Vietnam will develop rapidly and strongly. In that context, “the visit of National Assembly Chairman Tran Thanh Man is very timely and timely to catch up with this wave, and will greatly contribute to the implementation of many common goals of the two countries”, Dr. Soramoto Seiki emphasized.

On the basis of good political relations with a high level of trust, the Vietnam - Singapore and Vietnam - Japan relations still have much room to develop more strongly and substantially. Singapore currently maintains its position as the second largest investor in Vietnam with more than 3,800 projects and a total accumulated investment capital of more than 81 billion USD. The network of 18 Vietnam - Singapore Industrial Parks (VSIPs) in 13 provinces and cities of Vietnam is a symbol of successful economic cooperation between the two countries. Japan is currently the largest ODA donor, the second largest labor cooperation partner, the third largest investor and tourism partner, and the fourth largest trade partner of Vietnam.

Not only agreeing to strengthen cooperation in traditional fields, within the framework of the visit, the Chairman of our National Assembly and the top leaders of Singapore and Japan all shared the desire and vision to expand cooperation in new fields, namely digital transformation, green growth, emission reduction, semiconductors, energy, innovation, high-quality human resource development, etc. The large and leading corporations and enterprises of Singapore and Japan that Chairman of the National Assembly Tran Thanh Man received during the visit all expressed their interest and desire to expand investment in Vietnam in fields that Vietnam has demand for.

With more than 50 activities of the National Assembly Chairman and the ministries, branches and localities participating in the Delegation, the visit achieved many substantive and comprehensive results, on the channels of the Party, National Assembly, Government, people-to-people exchange and the pillars of the Strategic Partnership with Singapore and the Comprehensive Strategic Partnership with Japan.

Based on the specific results achieved and the strong commitment from the top leaders of Singapore and Japan, along with Vietnam's consistent policies in developing relations with the two countries that our National Assembly Chairman emphasized during the visit, there is a basis to affirm that the official visit to Singapore and Japan by National Assembly Chairman Tran Thanh Man and his wife, along with the high-ranking delegation of our National Assembly, was a great success, opening up new directions, opportunities and a new phase of cooperation, more substantive, comprehensive and effective in all fields and channels of the Party, National Assembly, Government and people-to-people exchange. Thereby, meeting the wishes, needs and interests of the people of each country, for peace, stability, cooperation and prosperous development in the region and the world.
