Sample of Party member's personal review form at the end of 2023

The Personal Review Form (Individuals not holding leadership or management positions) is Form 02A-HD KĐ.ĐG 2023 issued with Instruction 25-HD/BTCTW dated November 10, 2023 of the Central Organizing Committee on a number of contents on annual review, assessment and classification of quality for collectives and individuals in the political system.

Thus, in 2023, individuals who do not hold leadership positions will do year-end party member reviews according to a separate form (Form 02A-HD KĐ.ĐG 2023), instead of using the same form as individuals holding leadership positions as in previous years.

For individuals holding management positions, use Form 02B-HD KĐ.ĐG 2023.

Notes when reviewing party members at the end of 2023

Personal review content

According to Clause 2, Article 6 of Regulation 124-QD/TW in 2023, the review content focuses on clarifying the achieved results, shortcomings, limitations, weaknesses and causes, solutions and time to overcome.

In which, individuals do not hold leadership or management positions , review the content:

- Regarding political qualities, ethics, lifestyle; spirit of solidarity and unity within the organization; sense of organization and discipline, responsibility to set an example, implementation of things that party members are not allowed to do; working style and manner. Linking manifestations of degradation, "self-evolution", "self-transformation".

- Implementation of tasks, powers and results of implementation of assigned targets and tasks during the year.

- Implementation of annual commitment to self-cultivation, training and striving.

- Issues suggested for review; overcoming limitations and shortcomings concluded by competent authorities and pointed out in the previous review (if any).

As for individuals holding leadership and management positions , in addition to reviewing the above content, they must also review the following content:

- Results of leadership, direction, management, and operation; performance of duties and tasks; level of task completion of organizations, agencies, and units under management; ability to gather and build internal solidarity.

- Responsible in work; dynamic, innovative, creative spirit, dare to think, dare to do, dare to take responsibility; handle difficult, complicated, sensitive issues in performing tasks.

- Responsibility to set an example for oneself and one's family; the fight against corruption, waste, and negativity; the trust of cadres and party members.

In addition to the above contents, Party committees, Party organizations, leadership and management collectives, heads and individuals must review and clarify responsibilities when there are signs of violations; when pressing, complicated issues arise that are of public concern; when there are petitions, complaints and denunciations; when there are signs of internal disunity; when there are violations of Party principles and regulations; when there are signs of "group interests", corruption, negativity, waste, degradation, "self-evolution", "self-transformation"; when collectives and individuals under their management are disciplined or prosecuted; when there are stagnant, weak or failure to fulfill assigned duties and tasks.

Must complete the party member review to be evaluated and classified for quality.

Instruction 25-HD/BTCTW in 2023 clearly states that collectives and individuals must complete the review before being assessed and classified for quality.

Individuals who are absent or have not been evaluated or classified for quality must be reviewed, evaluated, and classified for quality as soon as possible.

Newly established, split, merged Party committees and organizations, and cadres and managers appointed to positions for less than 6 months at the time of assessment and classification shall still be reviewed according to regulations, but shall not be assessed or classified. Newly transferred or received Party organizations during the year shall use the assessment and comments of the immediate superior Party committee (at the place of transfer) as the basis for assessment and classification at the newly received place.

Party organizations with only a secretary or a secretary and deputy secretary; leadership and management groups with less than 3 members will be reviewed at the party organization, agency or unit.

Party members who are on sick leave for a total of 3 months or more in a year or on maternity leave will have their quality classification results for the year based on their actual work results of that year.

Party members who are temporarily participating in Party activities must be reviewed, evaluated, and classified at their official place of Party activities. Before evaluating and classifying the quality of Party members, comments from the Party cell at the temporary place of activities must be sent to the Party cell at the official place of activities as a basis for evaluating and classifying the quality of Party members.

Party members who have transferred jobs and have been active in the previous party organization for 6 months or more must obtain comments from the previous party organization and send them to the current party organization as a basis for evaluation and classification.

A Party Committee member who is suspended from Party Committee activities must review his/her responsibilities during the period before being suspended from Party Committee activities and conduct the review at the Party cell where he/she is currently active.

The head's rating must not be higher than the rating of the leadership, management, organization, agency or unit he or she heads, except in cases where the newly transferred head is not related to the rating of the new organization, agency or unit.

In places with less than 05 party organizations; 05 leadership and management collectives; 05 party members; 05 leadership and management cadres and 100% of collectives and individuals are classified as "Completing tasks well", 01 party organization; 01 leadership and management collective; 01 party member; 01 leadership and management cadre can be selected to be classified as "Completing tasks excellently" if meeting the prescribed conditions.
