On October 14, 2024, the Department of Trade Remedies, Ministry of Industry and Trade received information that on October 10, 2024, the Malaysian Ministry of Investment, Trade and Industry (MITI) issued a notice initiating an anti-dumping investigation on steel wire rods originating or imported from China, Indonesia, and Vietnam. The case was initiated based on a request from the domestic manufacturing industry, represented by Southern Steel Berhad.

Initiation date: October 10, 2024. The investigated products are steel wire rods with HS and AHTN codes: 7231.91.10.00; 7213.91.20.00; 7213.91.90.00; 7227.90.90.00 (HS codes are for reference only, please see detailed product description in the attached notice).
Investigation period: Dumping: 1/3/2021-2/29/2024; injury: 1/3/2021-2/28/2022; 1/3/2022-2/28/2023 and dumping investigation period.
The Trade Defense Department said that after initiation, the investigation agency will send the investigation questionnaire to a number of related parties, including related manufacturers and exporters. In case the investigation questionnaire has not been received, Vietnamese manufacturers and exporters exporting investigated products to Malaysia need to contact MITI and register as related parties within 15 days from the date of initiation to be sent the investigation questionnaire.
The parties concerned must submit written arguments and submit a response to the investigation questionnaire within 30 days from the date of publication of the notice of initiation (ie no later than November 9, 2024). In case no comments, response to the investigation questionnaire, or information provided are received, the investigation agency will use available data for calculation.
To promptly respond to the incident, the Department of Trade Defense recommends that associations and enterprises producing and exporting products proposed for investigation do the following: Carefully study the initiation notice, contact, register as a related party and request MITI to send the investigation questionnaire, public petition; send comments on the incident (if any).
Cooperate fully and comprehensively with the investigating agency to avoid being found uncooperative (which often leads to high tax rates), request the investigating agency to provide full information related to the enterprise (investigation conclusions, methods of calculating dumping margins) in the later stages of the case. Keep in touch and coordinate with the Trade Defense Department to receive timely support.
