Speaking with VietNamNet reporter, Mr. Le Van Chien, Standing Vice Chairman of Dak Nong Provincial People's Committee, said that there are 6 wind power plant projects in the area, with a total investment capital of up to thousands of billions of VND.
Of which, up to now, only Dak Hoa 1 Wind Power Plant Project (total capital of about 1,624 billion VND) has been completed and generated commercial electricity.
"There are still 5 wind power projects that have not been put into operation because there are still many issues that need to be resolved after the conclusion of the Government Inspectorate . The locality is urgently directing to overcome the problems that have been mentioned. Dak Nong province also proposed that the Government soon have a mechanism for wind power projects to operate, avoiding waste for society," said Mr. Chien.
Previously, the Government Inspectorate issued a conclusion pointing out many violations at wind power plant projects in Dak Nong.
Specifically, the Dak Nong Provincial People's Committee has issued decisions approving the investment policy of 6 wind power plant projects including Nam Binh 1; Dak Hoa; Asian Dak Song 1; Dak N'Drung 1, 2, 3.
However, the locations of the land plots for wind power projects have not been planned for use in the construction of energy works.
Specifically, the Dak Nong Provincial People's Committee leased land to investors for 5 wind power plant projects with a total area of nearly 65 hectares located in the zoning plan for exploration, exploitation, processing and use of bauxite in the 2007-2015 period, with a view to 2025, approved by the Prime Minister.
In addition, the Government Inspectorate also pointed out many violations in the commencement, acceptance and commercial operation of wind power plant projects in Dak Nong province.
Of these, Nam Binh 1; Dak Hoa; Dak N'Drung 1, 2, 3 wind power plants have started construction when the construction land has not been leased by the Dak Nong Provincial People's Committee.
In particular, the Nam Binh 1 wind power plant project started construction without notification of the technical design appraisal results from the Department of Electricity and Renewable Energy (Ministry of Industry and Trade).
The Government Inspectorate also recommended that the Prime Minister assign the Ministry of Public Security to receive dossiers and documents for review and investigation related to the management and use of land to implement investment in 5 wind power projects (except for the Asia Dak Song 1 Wind Power Project which has not been built yet) overlapping on planned land.
According to statistics, in Dak Nong province, there are 6 wind power projects approved by the Prime Minister to supplement the adjusted Power Plan VII, including Dak N'Drung 1-100MW; Dak N'Drung 2-100MW; Dak N'Drung 3-100MW, Dak Hoa-50MW; Asia Dak Song 1-50MW; Nam Binh 1-30MW wind power projects.
Up to now, the Nam Binh 1 Wind Power Plant Project has completed investment (total investment capital of over 1,000 billion VND); 3 Dak N'Drung 1, 2, 3 wind power plant projects have invested about 5,800/10,525 billion VND (reaching 55% of total investment capital); Asia Dak Song 1 Wind Power Plant Project is in the process of completing related procedures to implement construction.
If the 6 wind power projects are completed, they are expected to contribute about 430MW to the national grid and contribute about 200 billion VND/year to the state budget.
