In June 2022, the Hanoi People's Committee approved the Department of Transport and the investor (Tri Nam Company) to implement the first phase of the public bicycle project in 6 inner-city districts.
The project's target audience is people using public passenger transport services, students, tourists, etc.
Public bicycles will help make traveling more convenient in Hanoi's inner city, connecting bus stations, urban railway stations, urban areas, shopping malls, etc.
In December 2022, the Hanoi People's Committee agreed on the policy of piloting urban bicycle services in the city according to the proposal of the Department of Transport, with a pilot period of 12 months.
In phase 1, the investor will invest in 1,000 bicycles, of which 50% are electric bicycles, arranged at 79 locations in 6 central districts: Ba Dinh, Tay Ho, Dong Da, Thanh Xuan, Hai Ba Trung.
However, up to now, after 6 months of the project's announcement, this type of vehicle has not yet appeared.
Explaining the reason, a representative of the Hanoi Department of Transport said that the number of vehicles that Tri Nam Company imported to operate phase 1 was quite large. In particular, motorized bicycles were deployed for the first time by investors in Vietnam, so it required mobilizing a large amount of capital and waiting time for the manufacturer to provide enough quantity.
Mr. Do Ba Dan, Chairman of the Board of Directors, Tri Nam Group Corporation, explained that the leading cause of delay in implementing the public bicycle project was due to technical errors.
In other localities, this unit only deployed mechanical bicycles, while in Hanoi, 50% mechanical bicycles and 50% electric bicycles were used, so the time to process technical requirements was longer.
“In the world, the public electric bicycle model is not implemented in many cities. Because the electric bicycle is left outside in the rain and sun, the hot and humid climate in Hanoi can easily damage the battery, the public use process is quite complicated, so there must be the most optimal solution,” Mr. Dan explained.
After 4 times of testing the bike, it is now almost complete. In July, the unit will import the first 100 electric bikes, around the end of August, early September, these bikes along with 500 mechanical bikes will be put into operation in phase 1.
“After that, through practical evaluation, we will make further improvements to suit and continue to put the remaining 400 electric bicycles into operation. We will distribute these bicycles to 79 bicycle rental points in the districts,” said Mr. Dan.
Mr. Dan affirmed that "there is no reason to delay", public electric bicycles will be introduced to the people of the capital before September 2.
It is known that 79 electric bicycle rental points are located at bus and metro hubs, shopping centers or areas with large schools... in the capital.
People who want to rent public bicycles will not need to pay a deposit; they only need to pay from 5,000 to 10,000 VND... depending on the travel time. The vehicle provider is even studying a plan to let people owe... the fare, which can be paid the next time they rent. The rental price is 5,000 VND/30 minutes for mechanical bicycles and 10,000 VND/30 minutes for electric bicycles.
