The reason why the Ministry of Education and Training proposed adding extra points to grade 10 for children of revolutionary cadres before 1945

This proposal was made by the Ministry of Education and Training in the draft Circular promulgating regulations on secondary and high school admissions that is being widely consulted.

According to the draft, the group of students who are "children of revolutionary activists before January 1, 1945 and children of revolutionary activists from January 1, 1945 to the August 1945 uprising" will be given priority to add 2 points in admission to grade 10.

Explaining this proposal, the representative of the circular's drafting committee said that the regulation wants to cover all groups, in this case including biological children and legally adopted children of revolutionary activists.

The proposal is based on Decree 131/2021 of the Government detailing and implementing the Ordinance on preferential treatment for people with revolutionary contributions. "There may be situations where people who participated in revolutionary activities from the age of 15 but only adopted children when they were 70-80 years old, or even older. The drafting committee carefully calculated and believed that there was still a possibility, so it should be included so as not to miss out on people who deserve preferential treatment, in order to ensure their rights," he said.

At the same time, the current circular (Circular No. 11 of 2014 of the Ministry of Education and Training) on ​​the regulations for admission to secondary and high schools also stipulates that the subjects eligible for priority points include:

Group 1: Children of martyrs; children of war invalids with a working capacity loss of 81% or more; children of sick soldiers with a working capacity loss of 81% or more; children of people granted "a certificate of beneficiaries of policies for war invalids, where the person granted a certificate of beneficiaries of policies for war invalids has a working capacity loss of 81% or more".

Group 2: Children of heroes of the armed forces, children of heroes of labor, children of heroic Vietnamese mothers; children of war invalids with less than 81% loss of working capacity; children of sick soldiers with less than 81% loss of working capacity; children of people granted "certificates of beneficiaries of policies for war invalids whose working capacity is reduced by less than 81%"; children of resistance fighters infected with toxic chemicals; children of revolutionary fighters before January 1, 1945, children of revolutionary fighters from January 1, 1945 to the August 1945 Uprising.

Group 3: People whose parents are ethnic minorities; ethnic minorities; students living and studying in areas with especially difficult socio-economic conditions.
