New law stipulates 6 prohibited acts in emulation and reward work

On the morning of November 7, the Emulation and Rewards Committee, Department of Home Affairs organized a training conference on emulation and rewards according to the 2022 Law on Emulation and Rewards and new documents related to emulation and rewards of the Central Government and Nghe An province.

The training was attended by more than 200 trainees from the Emulation and Reward Council, Chief of Office or Head of General Administration Department, civil servants monitoring emulation and reward work of departments, branches, sectors, public service units at the provincial level and districts, cities and towns in the province.

The conference was informed by the leaders of the Provincial Emulation and Rewards Committee about the 2022 Emulation and Rewards Law, effective from April 1, 2024. This Law consists of 8 chapters, with 96 articles, regulating the subjects, scope, principles, forms, standards, competence, order and procedures for emulation and rewards. The Law stipulates 7 forms of rewards: Medals; Medals; State honorary titles; Ho Chi Minh Prize - State Prize; Commemorative medals; Certificates of merit; Certificates of merit.

The Law stipulates 6 prohibited acts in emulation and rewards, including: Organizing emulation and rewards contrary to the State's policies and laws, taking advantage of emulation and rewards for personal gain; Obstructing, harassing, and being negative in emulation and rewards work; Making false declarations, falsifying records, confirming, and making false proposals in emulation and rewards; Abusing positions and powers to propose and decide on awarding emulation titles and illegal forms of rewards; Using rewards in kind contrary to the nation's fine customs and traditions, social ethics, and having a negative impact on society; Using emulation and rewards funds contrary to the provisions of law.

The conference also disseminated Regulation No. 124, dated October 4, 2023 of the Politburo on annual review, assessment and classification of quality for collectives and individuals in the political system. Specifically, Party committees, Party organizations, leadership and management collectives, organizations, agencies, units (hereinafter referred to as collectives) and individuals in the political system from the central to grassroots levels.

Quality classification criteria according to 4 levels: Excellent task completion with a rate of no more than 20% of tasks completed well; Good task completion; Task completion; Task failure.

Trainees were informed of Plan No. 37, dated January 19, 2023 of the People's Committee of Nghe An province on building and promoting advanced models in the period of 2023 - 2025 in the province. This plan aims to continue raising awareness of the position, role and significance of the work of discovering, fostering, replicating and promoting advanced models as a key task in innovating the content and methods of organizing and directing emulation movements in the province in the current period.

This is also one of the important factors, which has the effect of setting an example and encouraging people of all walks of life to actively respond and participate in emulation movements, creating a vibrant and widespread emulation atmosphere, so that the emulation movement becomes a strong driving force contributing to the successful implementation of the province's socio-economic development goals and tasks.

At the conference, trainees were also instructed on professional procedures for award records according to new regulations and the application of information technology and digital transformation in receiving award records online; guided on the process, order, and methods of organizing awarding work at the grassroots level to ensure solemnity and honor at honor and award ceremonies.
