The summary report on the implementation of the Law on Officers of the Vietnam People's Army presented by Senior Lieutenant Colonel Nguyen Van Hoan, Deputy Political Commissar of the 5th Water Special Forces Brigade, stated that in recent years, the Party Committee and the brigade commander have done a good job of leading, directing, thoroughly grasping and seriously implementing the Law on Officers and detailed regulations and instructions for the implementation of the Law. The team of officers has a strong political stance, peace of mind, awareness, high sense of responsibility, good moral qualities, qualifications, scientific working methods, creative thinking ability, proactively overcoming difficulties, solidarity and unity, promoting well in the assigned positions and tasks.

Discussions at the conference focused on a comprehensive and in-depth assessment of the situation and results of the implementation of the Law on Officers of the Vietnam People's Army in 1999, which was amended and supplemented in 2008 and 2014, and detailed regulations and guidelines for implementation. At the same time, a number of issues were clarified, such as: There should be many solutions, mechanisms and appropriate policies to attract talents to serve the Army; raise awareness of responsibility and quality of the officer team; issue regulations on positions, military ranks and regimes suitable to the conditions and tasks of agencies and units; have appropriate support policies on housing, etc.
