On December 3, the Hanoi City Police Department issued a decision to temporarily detain Pham Ngoc Tuan (born in 1991, living in Dong Anh town, Dong Anh district), Ngo Van Duong (born in 1994, Xuan Non commune, Dong Anh district), Nguyen Duc Thanh (born in 1992, Lam Lang area, Van Duong ward, Bac Ninh city, Bac Ninh province), Nguyen The Trung (born in 1994, Xuan Non commune, Dong Anh district), Nguyen The Quan (born in 1994, Xuan Non commune, Dong Anh district) for the act of "Violating regulations on property auction activities".
In November 2024, Pham Ngoc Tuan learned about the auction of land use rights in the project to build technical infrastructure to improve and develop rural residential areas (Dong Lai village, Quang Tien commune, Soc Son district) organized by the People's Committee of Soc Son district. Tuan asked Ngo Van Duong to buy the auction documents issued by Thanh Xuan Company (the unit that coordinated the auction).
To ensure winning the auction of the desired plots of land, Pham Ngoc Tuan agreed with Nguyen Thi Quynh Lien (born in 1981, Nguyen Khe commune, Dong Anh district), Nguyen Duc Thanh, Nguyen The Trung, Nguyen The Quan and Ngo Van Duong to participate in the auction and discuss and agree on raising the price at the auction.

Specifically, Tuan provided a reference price list for each plot of land that Tuan had calculated and prepared in advance. According to this table, the plots of land ranged in value from 20 million to 32 million VND/m2, estimated from 1.7 billion VND to 3.9 billion VND/plot.
The group determines this is the highest price they can buy for each lot and negotiates. If in the 4th round, the highest bidder is still below the price Tuan wrote in the spreadsheet, the group of Duong, Lien, Thanh, Quan and Trung will continue to participate in the 5th and 6th rounds, but not pay more than the price that Tuan has assessed.
If in the 4th round someone bids more than the maximum price set by Tuan, the others will bid unusually high in the 5th round, and drop out of the auction in the final round (6th round). The auction will be forced to stop and re-auction at the next time, because it did not complete 6 rounds according to the rules. At that time, Tuan's group will not lose their deposit and will have the opportunity to continue participating in the auction to buy the desired land lot.
To carry out their plan, the people in this group transferred money to Duong and Tuan. Then Tuan transferred a total of 3.616 billion VND to Thanh Xuan Company to deposit for the land auction.
In fact, at the auction on November 29, these people initially bid in order of the price they could afford. However, when they discovered that the auction price of 36/58 plots exceeded the maximum price previously discussed, in the 5th round of auction, they offered very high prices, far exceeding the starting price. Pham Ngoc Tuan even offered a price of over 30 billion VND/m2 (about 12,000 times higher than the starting price), leading to the 36 plots of land being unsuccessfully auctioned.
The Hanoi City Police Investigation Agency is consolidating documents and evidence to initiate criminal proceedings and prosecute the accused to strictly handle this case.
