A series of huge wharfs on the dike corridor
From readers' feedback, in late March 2024, Giao thong Newspaper reporters were present at the Tra Ly left dike in Trong Quan commune, Dong Hung district ( Thai Binh ) and recorded that, just over 1km along the dike length, there were up to 6 construction material staging areas operating bustlingly along the river.

According to observations, of these 6 material gathering sites, 5 have quite large areas, extending from the edge of the Tra Ly River to the foot of the Tra Ly left dike, and 1 site is only 10m wide from the foot of the dike to the river edge. All sites have an operator's house, security guards, a shed for parking cars, and lighting...
Inside the yard, the dock owners piled up many types of construction materials such as yellow sand, black sand, coal, crushed stone of all kinds... All were piled up like mountains from the foot of the dike to the river's edge.

In addition, there is also a concrete mixing station, a manual lime kiln, a number of operators and many machines and equipment such as excavators, cranes... to serve the business of construction materials, production and casting of concrete piles.
It is worth mentioning that these yards have illegally opened ramps connecting directly to the left dike of Tra Ly. Trucks transporting materials in and out of the yard are busy, causing dust, environmental pollution, and unsafety for the dike.
In particular, more than a dozen homemade cranes are installed outside the yards to transport materials from ships to the yards, and many crane piers are installed for specialized excavators to transport materials from ships to the assembly dock.
The construction of bridge piers affects the safety corridor of the embankment, the safety corridor of the Tra Ly river dike, obstructs the flow of the river and affects the safety of waterway traffic.
Sharing with Giao thong Newspaper, a local resident said that this situation has been going on for decades. Every time there is a strong wind, flying sand obstructs visibility, toxic smoke from lime burning activities, machinery, and vehicles transporting materials to and from the wharf makes the already narrow dike road even narrower, posing a potential risk of traffic accidents.
Difficulty in handling illegal wharfage?
Speaking with Giao thong Newspaper reporters, Mr. Nguyen Son Hai, Chairman of Trong Quan Commune People's Committee, said that the existence of 6 illegal material gathering sites as reported by the people and Giao thong Newspaper is correct.

These yards are all illegal, established by local people for many years, mainly on agricultural land that the commune has allocated to local people for use. However, the owners of the yards buy and then convert them into material gathering yards.
According to Mr. Hai, the locality has coordinated many times with the District Dike Management Department to draw up records to handle violations and issue decisions to impose fines on violating yard owners.
However, the households are still procrastinating and refusing to clear and return the land. The commune has sent a report to the Dong Hung District People's Committee to ask for direction and appropriate handling.
"The area of land outside the Tra Ly dike under the management of Trong Quan commune was previously agricultural land (land for growing annual crops) assigned to households for production, then spontaneous construction material trading activities gradually formed. The commune encountered difficulties in handling violations because it exceeded its authority," said Mr. Hai.
Mr. Dao Manh Hung, Head of the Dike Management Department of Dong Hung district, the unit directly managing the safety corridor of the left dike of Tra Ly river, said that every year the unit still makes records of violations against the owners of the yards, requiring them to dismantle and clear illegal material docks on the left dike corridor of Tra Ly river.
However, the owners of the yards all gave the reason that they were spontaneous businesses, investing large amounts of money in the land plots and currently there are many materials at the yards that cannot be moved because they have not found a suitable location. Therefore, up to now, there are still illegal yards like the above on the route.
"Every year, we still coordinate with the People's Committee of Trong Quan commune to draw up records of violations against the owners of the yards and have sent reports to the competent authorities to promptly take strong measures to completely handle the situation of illegal yards that affect and endanger the safety of the dike system in the area," said Mr. Hung.
