Implementing the Law on Forces Participating in Security and Order Protection at the Grassroots Level and documents guiding the implementation of the Law, based on the actual situation, the Provincial People's Committee has established the Forces Participating in Security and Order Protection at the Grassroots Level on the basis of perfecting the two existing forces, namely the Civil Guard and the Captains and Deputy Captains of the Civil Defense Teams; at the same time, recruiting and supplementing comrades who meet the standards prescribed by the Law and wish to participate in the Forces Participating in Security and Order Protection at the Grassroots Level in areas where there is a shortage.
Provincial leaders presented flowers to congratulate and encourage the forces participating in protecting security and order at the grassroots level.
Accordingly, the force participating in protecting security and order at the grassroots level in the province is arranged into security and order protection teams at the grassroots level in 397 villages and neighborhoods across the province; in 2024, there will be 1,220 members and in 2025, there will be 1,477 members. The security and order protection team at the grassroots level has a particularly important position and role in maintaining political security and social order and safety in the locality; it is responsible for grasping the situation, promptly detecting, coordinating with the police force to investigate, handle and quickly resolve security and order incidents arising from the grassroots level, creating a safe and healthy living environment for the people, effectively serving the task of developing the local economy, culture and society.
Security forces at the grassroots level demonstrate situations while participating in security protection tasks in the locality.
In his speech directing and assigning tasks, the Chairman of the Provincial People's Committee expressed his thanks to the Civil Defense Force, the Captain and Deputy Captain of the Civil Defense Team and the part-time Commune Police Force for their dedication and sense of responsibility for the cause of security and order protection over the past time. Affirming that the role of the grassroots security and order protection force is extremely important in ensuring the maintenance of security and order, contributing to building a stable environment for the socio-economic development of the province, the Chairman of the Provincial People's Committee requested that, immediately after today's launching ceremony, members of the force participating in security and order protection at the grassroots level need to immediately start performing their tasks under the guidance of the grassroots police force.
Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave a speech directing and assigning tasks to the Force participating in protecting security and order at the grassroots level.
In particular, each comrade must study and grasp the 6 groups of tasks of the force participating in protecting security and order at the grassroots level as stipulated in the Law on Forces to participate in supporting the Commune-level Police to perform well the task of protecting security and order at the grassroots level; at the same time, fully understand that the Security and Order Protection Team is under the comprehensive leadership of the Party Committee, the management of the Commune-level People's Committee and the guidance, assignment and inspection of the Commune-level Police in ensuring security and order. The Security and Order Protection Team at the grassroots level maintains regular weekly and monthly activities to review and evaluate the performance of assigned functions and tasks and assign tasks to members. Each comrade member of the Security and Order Protection Team always maintains internal solidarity, sets an example and demonstrates a sense of responsibility, actively supports the Commune-level Police in protecting security and order at the grassroots level; At the same time, always be vigilant, ready to respond to any situation that may arise, constantly improve professional capacity and ethics... The Chairman of the Provincial People's Committee also requested that functional agencies, departments and organizations, with the core being the Public Security force, regularly pay attention and provide guidance on professional and legal matters, and create all favorable conditions to support the forces participating in protecting security and order at the grassroots level to successfully complete all assigned tasks.
