According to the report, the Provincial Elderly Association currently has 65 grassroots associations and 395 village and neighborhood branches; over 55,000 members, reaching 87% of the elderly in the province; established 56 Intergenerational Self-Help Clubs (LTHTGN Clubs) and 100 clubs for arts, health care, folk dance, chess, etc. Currently, there are over 15,000 elderly people participating in economic activities, of which 394 are business owners and barrack owners. In addition, the association also regularly organizes inspections, supervisions, training, and professional training to contribute to building the Association stronger and stronger. Through annual classification, over 90% of grassroots associations and branches have completed their tasks well, over 50% have completed their tasks excellently.

In the coming time, the Provincial Association of the Elderly will continue to promote the role of the elderly in building the government, ensuring security and order, and protecting the Fatherland. Improve the quality of membership development, strongly orient activities at the grassroots level, with the association branches as the center. Diversify the content, methods, and types of care and protection of the health of the elderly. Strive to gather at least 90% of the elderly into grassroots organizations by the end of the term; 100% of provincial and district association officials and over 90% of grassroots association officials are trained and fostered in association work skills; over 60% of communes, wards, and towns establish and maintain the Fund for care and promotion of the role of the elderly. Establish 4 new LTHTGN Clubs, bringing the total number of LTHTGN Clubs in the province to 60.

Speaking at the congress, the Standing Deputy Secretary of the Provincial Party Committee acknowledged and commended the achievements of the Association of the Elderly at all levels in the past time. In order to overcome some of the remaining limitations mentioned in the congress report, he requested the delegates to analyze, research, and discuss to reach consensus, propose tasks and solutions for effective implementation from now until the end of the term. In particular, proactively organize theoretical research, summarize practices in accordance with the functions, tasks and characteristics of the Association, contribute comments on draft documents of Party Congresses at all levels towards the 15th Provincial Party Congress, term 2025-2030; Continue to pay attention to implementing Conclusion No. 58-KL/TW, dated June 23, 2023 of the Secretariat on the organization and operation of the Vietnam Association of the Elderly, perfecting the organizational apparatus, promoting the strength of national solidarity, the elderly are an important political force, need to proactively research, advise, and propose for the Central and Provincial Party Committees to consider and direct the work of the elderly in the new period. Especially summarizing 30 years of implementing Directive No. 59-CT/TW of the Secretariat (term VII) on elderly care, the Law on the Elderly and the National Strategy on the Elderly in Vietnam for the period 2030-2050; strengthen the work of recruiting members, building a strong Association organization.

Promote patriotic emulation movements, focusing on the "Old age - bright example" movement, striving to compete to effectively carry out the key tasks set by the Congress. Continue to promote the role of the elderly, their intelligence and experience, mobilize the elderly to be exemplary, actively participate in socio-economic development activities, ensure political security in residential areas; participate in building an increasingly clean and strong Party and government. Continue to better perform the core role in health care, improve the material and spiritual life of the elderly, grasp the thoughts and aspirations of the elderly to promptly reflect and contribute to the good implementation of the Party's policies and the State's policies, especially for the elderly who are subject to policies, the elderly in rural, mountainous, remote and isolated areas, and ethnic minority areas. At the same time, it is recommended that Party committees and authorities at all levels pay attention and create favorable conditions for the Association of the Elderly at all levels to continue to unite, be creative, and build a strong organization; do better in caring for and promoting the role of the elderly, always considering the elderly as "a valuable asset of the nation, an important force of the country, and the pillar of the family and Vietnamese society".

At the congress, comrade Nguyen Long Bien, Vice Chairman of the Provincial People's Committee, presented Decision No. 366/QD-UBND on the establishment of the Ninh Thuan Provincial Elderly Association.
